PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing in regards to Utility Assessment Ordinance was called to <br />order on Tuesday, February 8, 1983 at the Ramsey Municipal Center, 15153 <br />Nowthen Blvd. NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Gary Reimann <br />Councilmember A1 Sorteberg <br />Councilmember Sue Van Wagner <br />Councilmember Jeanne Schlueter <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich <br />City Building Official Clayton Berg <br />Reporter Carolyn Thompson <br /> <br />City Engineer Peter Raatikka explained the proposed plan and policy for <br />sewer and water extension in the City fo Ramsey. <br />Art Raudio Stated that Mr. Raatikka mentioned a 25%°ba~ ~~ ~~ <br /> - ~p~f~r~n~-~e~t-and~ <br />requested clarification. ~? ~9~'~ . <br />Mr. Raatikka replied that it would be~m casn paymen~ for total project. <br /> <br />Stan Data - Flintwood Hills - What is the City's criteria regarding "need" <br />for municipal sewer and what alternatives have been considered for treatment <br />of sewage? <br /> <br />Mayor Gamec replied that there are no alternatives, other than installing <br />our own sewage plant. <br /> <br />Mr. Raatikka stated that Ramsey falls in the Metro area and the Metro Council <br />dictates what type of facilities will best serve Ramsey and Metro Council has <br />determined that the lower end of Ramsey will be served by a metro pipe. The <br />need for sewer is determined on the basis of health hazards and problems <br />occuring from on-site sewer systems. <br /> <br />Mayor Gamec stated that the City is trying to avoid the need for municipal <br />sewer in residential areas, but Flintwood Hills happens to be a very touchy <br />area because of soils. He further stated that until a feasibility report <br />has been prepared, the City does not know where the municipal sewer will be <br />installed and at what costs, and reiterated that the City is trying to avoid <br />Flintwood Hills. <br /> <br />Robert Eidsvoog - 14150 Krypton - What is the procedure for subdividing lots <br />and what is considered "lower end of Ramsey"? <br /> <br />Mr. Raatikka replied that subdividing must provide for a lot with the dimensions <br />of 85'x135', therefore a lot with a 200' frontage could be subdivided into <br />two lots.
