Raatikka pointed this area out on the Ramsey map.

Erika Sitz - 6521 154th Lane - Brought up the subject of municipal wells
which would draw on private wells and the possibility of contamination from
landfill.

Mr. Raatikka replied that municipal wells and water would come into effect
simultaneously with municipal sewer and the County is considering wells
within a 2 mile radius of the landfill on a permit only basis.

Mayor Gamec stated that he has talked with Mr. Renner, who is very well
versed in this area, and he feels that a municipal well in Ramsey should not
draw on private wells, but like anything else, there is always the possibility.

Susan Beale - 14851 Sunfish Lake Blvd. - Stated that she has also talked with
Mr. Renner regarding the problems with municipal wells and that he informed
her that there would be a problem with drawing on existing private wells.

Arnie Cox - How much will the landfill be assessed, and will that amount.
be equitable as compared to the assessment a lot adjacent to the landfill
will receive?

Mr. Raatikka stated that it has not been determined how much the landfill
will be assessed, but it should be forced to pay it's fair share.

Mr. Cox replied that it would be appropriate for City Council to request the
County to remove Site P from their inventory of landfill sites.

Mayor Gamec inquired why Mr. Cox didn't accomplish this while he was serving
on the City Council, that there was a motion made by Councilmember Van Wagner
requesting the County to remove Site P, that failed for lack of a second,

Mr. Cox replied that at that time, the City had no prepared facts to back-up
the request, but now a study has been completed and it should be presented
to the County.

Mr. Goodrich replied that the subject study will be presented to the County
Board on February 22, 1983.

Mr. Cox then requested that Council have the County review the taxing policy
for those properties in the buffer zone of the landfill.

Mayor Gamec replied that he has talked to property owners within the buffer
zone and they don't want their valuation reviewed or changed at this time,
for selling purposes.

John Lichter - 14060 Fluorine - Stated that a variable REC charge should be
a feature of the ordinance, that the City should have the right to review
large water users and reassess if necessary. He further commented that on-site
sewer systems are adequate for a one unit dwelling on one acre. He also
stated that the average one acre lot in Blaine was assessed $25,000-$30,000
for municipal utilities. Subdivision is an option, but most Ramsey residents
prefer to stay with a one acre lot. Assessments are not tax deductible
and the high interest rate should also be taken into consideration.

Sp C/February 8, 1983
Public Hearing
