Case #2: Request For Conditional Use Permit; Case Of Group W Cable:

Terry O'Connell - General Manager - Group W - was present at the meeting.

Mayor Gamec read petition received during Citizen Input aloud, the petition
was signed by those citizens not in favor of a micro-wave tower being
located at 16510 Nowthen Blvd.

Rita Hoeschen - 6820 164th Lane NW - When we moved to Ramsey, it was
residential and I don't like the idea of a commercial thing in a residential
area.

John Berglund - 300 East Main - Anoka - Attorney representing D.A. Voigt, Inc.-
It is my understanding that the Cable Company was to issue a withdrawal of
application for special use permit regarding Outlot A.

Mayor Gamec replied that he received a withdrawal of application from Group
W just prior to the meeting tonight.

John Berglund - I understood that a decision regarding Outlot A as a location
for the tower was tabled and now Council is considering another parcel. To
my understanding the City has to make a ruling on the first application that
was submitted rather than accepting the withdrawal of application. Secondly,
I would like to point out that Mr. Voigt has had this property for 11 years
and he can't sell it because of the excessive activity on that corner.
Previous to that condition, the lot was unbuildable because it was so low.
He has also applied for rezoning and been denied. With the Cable T.V. tower,
he finally has a chance to utilize this outlot. There is very little
residential development north of this outlot, and any future development
would be under the cognizance that there is a T.V. tower in the vicinity.
The site Council is considering tonight is much closer to residential
development. It just might be that the residents of Rolling Green are more
vocal that those persons situated near the Morris property. The Cable
Company was under some duress.to submit a withdrawal of application and
please reconsider Outlot A as a site for the Cable T.V. Tower.

Mayor Gamec replied that a request to reconsider Outlot A must come from
the Cable T.V. Company and not Mr. Voigt.

Mr. Berglund replied that even though Mr. Voigt did not sign the original
application, he does have a real interest in the matter and reiterated that
a tower located on Mr. Voigt's property would affect less residential area.

Mayor Gamec noted that the petition received tonight, was not submitted at
the Planning and Zoning Public Hearing held February 15, 1983.

Carol Sather - 6849 164th Lane - Stated that her property is adjacent to
the Morris property and requested clarification as to just exactly where
the tower would be located.

Mr. O'Connell pointed the location out on the Ramsey map.

Council recessed at 9:22 P.M.

Mayor Gamec called the meeting back to order at 9:45 P.M.

C/February 22, 1983
