as specified by the City Council and City Engineer in his letter of February
16, 1983. (Please refer to resolution file for Resolution #83-11).

Further Discussion: Mr. John Lichter noted that petition for study would
require signatures by 35% of the landowners. Mayor Gamec replied that Mr.
Raudio and Mr. Holm make up 80% or better of the landowners for the subject
area petition. Mayor Gamec also stated that the study will be paid for out
of the City General Fund.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Van Wagner, Sorteberg
and Schlueter. Voting No: None. Absent: Councilmember Reimann.

Mr. Larry Koshak stated that the intent of the report is to study trunk and
sub-trunk facilities -- looking at what kind of water service is needed,
general cost of what it will take to provide facilities for water, cost of
sizing of trunk line, cost of sub-trunks, general storm sewer requirements
and cost projected as of the present time. The City Engineer will be looking
at general trunk type facilities, well costs, pump costs and suggested
placement area. This is a general trunk facilities report and the the City
can prepare reports for individual developer at their request.

Case #8: Hazardous Waste:

Motion by Councilmember Van Wagner to amend Resolution #82-166 to include
the following wording: (Resolution #83-11a)

To object strenuously to the location of a hazardous waste disposal
facility, including the transfer, storage, chemical treatment and
incineration of, within its corporate boundaries because: . .

Councilmember Sorteberg seconded the motion.

Further discussion: Mr. Schnelle noted that some cities want a hazardous
waste facility in order to attract industrial growth. Councilmember Sorteberg
replied that the motion on the floor refers to a resolution, not an ordinance.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Van Wagner and
Sorteberg. Abstain: Councilmember Schlueter (reason being that she was
not member of Council when original Resolution #82-166 was adopted).
Absent: Councilmember Reimann. (Resolution #83-11a)

Case #9: Violation Of Ordinance Regulating Rum River; Case Of Mr. Edwin
Potter:

Motion by Councilmember Van Wagner to direct the City Attorney to proceed
with the legal means at his disposal to acquire compliance from Mr. Potter.

Further Discussion: Mr. Schnelle stated that Mr. Potter has complied with
requirements of City and DNR.

Councilmember Van Wagner withdraws her motion.

Case #10: Request For Payment Of Estimate; Case Of U.D. Contracting:

Motion by Councilmember Sorteberg and seconded by Councilmember Van Wagner to
approve of the request for payment to U.D.
