Voting Yes: Mayor Gamec, Councilmembers Reimann, Sorteberg, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Case #5: Adoption Of Resolution Ordering Improvement And Preparation Of Plans <br /> And S~ecifications For Street Improvement Project ~83-1: <br /> <br />Motion by Councilmember Reimann to table this case until the the matter of <br />assessments can be discussed and resolved. <br /> <br />Further Discussion: Councilmember Reimann stated that he is strongly in favor <br />of changing policy so that all persons benefiting by a paved street receive <br />an assessment. Councilmember Sorteberg commented that until the proposed <br />ordinance is adopted, City should comply with present ordinance. <br /> <br />Motion failed for lack of a second. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Van Wagner that there be <br />no special assessments in relation to Street Improvement Project #83-1. <br /> <br />Motion fails. Voting Yes: Mayor Gamec, Councilmember Van Wagner. Voting No: <br />Councilmembers Schlueter and Reimann. Abstain: Councilmember Sorteberg. <br /> <br />City Attorney Goodrich noted that he has been assigned the task of obtaining <br />easements and many of the property owners would like to know whether or not <br />they are going to be assessed before they make a decision regarding the <br />easements. <br /> <br />Mayor Gamec stated that part of the subject area would fall under Green Acres, <br />therefore the City could only assess 1/3 of the subject area and if the <br />property owners of that 1/3 are holding off on their easement agreement until <br />they know whether or not they will be assessed - it could end up costing the <br />City more than if we just went with past policy regarding MSA streets. <br /> <br />Councilmember Reimann stated that he has felt all along that there should be <br />some change made regarding MSA street assessments because there is some <br />cost to the overall citizenry of Ramsey to pave these MSA streets -- there <br />should be some percentage charged to the benefited property owners. <br /> <br />Mayor Gamec noted that Project #83-1 is probably the last MSA project on an <br />existing street, that future MSA streets will be unrelated types of area. <br /> <br />City Engineer Raatikka stated that there is a cost to the City of 20% of the <br />project if it is not assessed out and this amounts to $20,000. <br /> <br />Councilmember Reimann stated that the City should not bear that 20% - that <br />the City is negotiating with the property owners from 100% to 20%. <br /> <br />Councilmember Van Wagner commented that the City could end up with 3 different <br />policies regarding MSA streets. <br /> <br />C/March 22, 1983 <br /> Page 15 of 24 <br /> <br /> <br />
