Councilmember Schlueter inquired as to how Councilmember Reimann has voted <br />in the past regarding MSA streets. <br /> <br />Councilmember Reimann stated that he doesn't recall how he voted but that he <br />has always brought up the matter of assessing residents of an MSA street a <br />certain percentage of the project. The fact is those persons are getting <br />something for free and the cost is being picked up by the City. <br /> <br />Motion by Councilmember Reimann to table this case. <br /> <br />Motion died for lack of a second. <br /> <br />Darryl Fults stated that he resents paying a full assessment for paved streets <br />and residents on an MSA street receive the same benefit at no cost. <br /> <br />Discussion ensued between Councilmember Reimann and property owners of the <br />subject area that were present at the meeting. <br /> <br />Motion by Councilmember Schlueter that the City proceed consistent with past <br />policy and that there be no special assessments in relation to Street <br />Improvement Project ~83-1. <br /> <br />Motion died for lack of a second. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Reimann to <br />adopt Resolution #83-19 to order Street Improvement Project #83-1 as proposed <br />and to assess Street Improvement #83-1 out at 20% of the cost involved to the <br />City and to order preparation of plans and specifications. (Please refer to <br />resolution file for Resolution #83-19). <br /> <br />Motion carried. Voting Yes: Mayor. Gamec,~Councilmembers Reimann, Schlueter <br />and Van Wagner. Voting No: None. Abstain: Councilmember Sorteberg. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Reimann to <br />adopt Resolution ~83-~ to call for bids for Street Improvement Project ~83-1 <br />and that said bids be opened at 11:00 a.m. on April 22, 1983. Further, to <br />direct the City Attorney to proceed to acquire easements either through <br />negotiation or condemnation and that construction not begin until all easements <br />are obtained. (Please refer to resolution file for Resolution #8324). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Case #7: <br /> <br />Request For A~proval Of Preliminary Community Development Block <br />Grant (CDBG) Funding To Be Used In Development Of Methane Energy <br />For Industrial Use: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Van Wagner to <br />adopt Resolution #83-22 approving of the preliminary project request for the <br />use of 1983 community development block grant funds. (Please refer to <br />resolution file for Resolution ~83-22). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Reimann, Van Wagner, <br />Schlueter and Sorteberg.
