PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey City Council was held on Tuesday, March 22, <br />1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Also Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember A1 Sorteberg <br />Councilmember Sue Van Wagner <br />Councilmember Jeanne Schlueter <br />Councilmember Gary Reimann <br /> <br />City Administrator Lloyd Schnelle <br />City Building Official Clayton Berg <br />City Attorney William Goodrich <br />Reporter Carolyn Thompson <br /> <br />Mayor Gamec called the regular meeting to order at 7:36 P.M. and led in the <br />Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Kathy Schneider - 15340 Xenon - With regards to including Council minutes in <br />the Ramsey Resident, it is a waste of money to have them printed if they <br />can't be worded in a way that the average citizen will be able to understand <br />them. There are also problems to be ironed out with regard to what is <br />allowable in a newsletter of that type. Would also be willing to volunteer <br />to interpret Council minutes for publication. There are matters going on <br />in this City that are causing the citizenry some fear and these matters are <br />not being addressed in the newsletter -- this should be a future goal of the <br />newsletter. I am also pleased that the Council held a work session to review <br />the proposed assessment policy regarding sewer and water. Even Ad Hoc <br />committee members still have questions regarding the policy and I am glad <br />that Council is not adopting the policy until all questions are answered. <br />I am also glad that Council did not bend under the pressure of a developer <br />who was present at that work session. The public has to understand that <br />they have had their chance to change the Comprehensive Plan, but Councilmember <br />Schlueter's suggestion to conduct an informational hearing for the public was <br />a good one. The Council should not need to be commended for taking their <br />time in adopting the assessment policy because it is your responsibility, just <br />as it is the responsibility of the public to attend public hearings. <br /> <br />Tom Patchen - 5700 148th Lane NW - I was told as recently as 9 months ago <br />that sewer and water would not be coming to this area until 1990. <br /> <br />John O'Hanlon - 15431 Nutria - My comments will be direct and to the point -- <br />I am proposing no sewer and water in Ramsey and see no need for it whatsoever. <br />If an when it does come, I would like to see an ordinance that states only <br />those people who directly benefit, pay for it. If the developers want it, <br />let them pay for it. There should also be some articles printed in the <br />Ramsey Resident informing the public of proper care of septic systems. <br /> <br />Councilmember Van Wagner replied that there was an article regarding septic <br /> <br />C/March 22, 1983 <br /> Page 3 of 24 <br /> <br /> <br />
