system maintenance in the February issue of the Ramsey Resident and that
the article will be published again.

John O'Hanlon-Inquired if there is even one area in Ramsey where septic
systems are failing. If Ramsey gets municipal sewer and water it could be
considered a plus for a hazardous waste facility. I am not aware of any
need for sewer and water and am violently opposed. What kind of money are
we talking about -- I can't afford $25,000. At the most, why not just get
sewer and not water. My job as a teacher is to keep all my students informed
and your job as public officials is to keep the citizenry informed.

Mayor Gamec asked for a show of hand of those persons who would be in favor
of paying a $1.00/year subscription fee in order to retain the Ramsey
Resident. He noted that advertisers are paying a very high price for ads.

The majority of the audience were agreeable to that suggestion.

Susan Beale - 14851 Sunfish Lake Blvd. - Request Council investigate the
possibility of a water franchise to be given to developers for sewer and
water under direction of the City Engineer. If the City went with a water
franchise there would be no need for bonding and current residents of
Ramsey would not be prematurely in the business of sewer and water.

Rita Hoeschen - 6820 164th Lane NW - Council approved the placement of a
micro wave tower 350' from my home. Nobody attended a public hearing
conducted by P&Z. We did attend and submit a petition opposing this
location at the next Council meeting, and we were overruled. I have since
found out that 3 persons, residing within 350' of the subject area, were
not notified of the public hearing. Therefore, because it was not a
full public hearing, I would like Council to reconsider placing the
tower at this location.

City Attorney Goodrich informed Rita Hoeschen that Group W is on the
agenda as Case #9 under Council New Business and her concerns could be
addressed at that time.

Marilyn Gallagher - 6905 151st Avenue NW - At the last Council meeting,
a certain landowners petition for public improvements and a motion with
regards to that, died for lack of a second. Why isn't that case back
on tonights agenda?

Mayor Gamec stated that until the assessment ordinance is adopted, the
City Engineer cannot proceed any further

Arnold Cox - 17705 Nowthen Blvd. NW - Would like to comment on the Ramsey
Resident. People should understand what goes into a publication of this
type and what it costs. An advertiser pays $600 for a full page ad and
comments by a Councilmember on the other side of the page are printed for
free. Also, with regards to the sewer and water issue, these plans have
been in the making since 1970-1971. There are a lot of questions in this
community that deserve a straight answer. The sewer connection on the
West side of this City, regardless of anybody in this room, is going to
be because Anoka is trying to take care of the needs of the Vo. Tech..
The citizens think Ramsey insisted that that connection come in to serve
Ramsey, it is being put there to save you a considerable amount of money,
millions of dollars in fact. The second connection will serve the area
of H&S and KTWN radio station. That connection would cost $1,200,000 to
bring to the edge of Ramsey, but efforts are being made to get it to the

C/March 22, 1983
