order to prepare the City for if and when sewer and water comes in.

Brenda Bauerkemper - 162nd Lane - Note that in the Ramsey Resident it
states that copies of the assessment ordinance can be obtained at City Hall
at a cost of $20.00.

Mayor Gamec directs City Staff to prepare 50 copies of the ordinance which
the public can check out for review and return to City Hall.

Terry Hendriksen - 15631 Ramsey Blvd. - I feel very confident that the
developers are going to be at the work session on March 28 to try and
influence Council and the developer's views are not consistent with mine.
I am mistrustful of the situation and it would be better for the concerned
citizens if that meeting was held at 7:00 p.m.

Mayor Gamec replied that the citizens present at the Council work session
will have to abide and just listen in on the session and then they will
have a chance to provide their input at an informational meeting for the
public which the City is trying to schedule for April 19, 1983 at the
Ramsey Elementary School.

Jim Haft - I heard earlier this evening the comment that the citizens do
not participate enough and now we want to and Council is trying to prohibit
that by setting a work session time of 5:00 p.m.

Kathy Schneider - I attended the first work session held by Council and
suggest that the second work session be conducted in the same way -- no
general public questions until Council has completed their review. In
that way, eventually by listening to Council's discussions, a lot of
questions will be answered.

Council consensus is that the second work session will be Monday, March 28,
1983 at 6:00 p.m. at Ramsey City Hall and a public information meeting
to be conducted on April 19, 1983 at the Ramsey Elementary School.

Mayor Gamec - I know how you people feel, I have 5 acres in Ramsey and I
have no desire for sewer and water where I live. Ramsey's on-site systems
are not failing because we have a good ordinance and that ordinance is the
best in the metro area. My number one goal is to protect myself and sewer
and water better not get to Bob's Super Valu because it would have to go
through my yard first -- I am no different than anyone here. You people
elected Council to protect you. I have been told by some business owners
on Hwy. 10 that they need sewer and water, but the economy says "no". The
only way you will get sewer and water is by petitioning for it and we are
going to treat everyone fairly -- if you want it, you pay for it. I also
have had some telephone conversations with concerned citizens and I asked
those citizens if sewer and water were provided to their neighbor and only
their neighbor had to pay for it, would they care? The reply I get is
that they don't care, they just don't want it on their property. My goal
is to protect some of those people in Flintwood, I have certain feelings
for those people and their situation and if this audience thinks that I
am going to take advantage of those persons in Flintwood, then you are
crazy.

Council recessed at 8:58 p.m.

C/March 22, 1983
