Mayor Gamec called the regular Council meeting back to order at 9:28 p.m.

Mayor Gamec - The people would have to talk to other councilpersons for
their feelings, but I think they feel the same way I do and we are trying
to protect those who do not want sewer and water. Whenever you are under
the metro wing, there are certain commitments that go along with your City
planning.

Marilyn Gallagher - 6905 151st Avenue - The work session cannot be scheduled
for March 28 because the JayCee women are conducting a forum at Ramsey City
Hall that night and State officials have been invited to the forum.

Mayor Gamec replied that Council requested Susan Beale to cancel the forum.

Susan Beale replied that she does not have that authority, she is only a
member of JayCee.

Mayor Gamec stated that the JayCee forum could be conducted on the main level
of City Hall and the work session will be conducted on the lower level.

Bob Muller - 5450 152nd Avenue - I have lived in Ramsey for 12 years and
have my business in Ramsey also. I don't want sewer and water to my home
or business either.

Brenda Laska - 7531 152nd Lane - This study is being done because developers
want to see if they can get sewer and water into Ramsey -- why weren't they
told to do as we did - put in a tank and drainfield. Why should we change
our whole life because a developer wants sewer and water. We are striving
to give our children a better quality of life and that is why we moved to
Ramsey. If we wanted to live in a crowded city with duplexes and apartments,
we would have purchased a home in the heart of the city.

Stan Data - 5510 140th Lane - What about the alternate on-site type systems
I mentioned earlier? Is it politics with the Metro Council, engineering,
geological or water table problems? I would like to understand. Most of
us don't understand why we are going after sewer and water and we are afraid
of the costs and subdividing lots. There could be an alternate system for
the areas that need it and for those developers who are entitled to a profit
from their investments.

Mayor Gamec replied that he would try and have a report prepared explaining
why sewer is coming to Ramsey.

Councilmember Schlueter requested that developers be present at the hearing
on April 19 to justify some of the answers to the questions people are asking.

Mayor Gamec introduced County Commissioner Natalie Haas to the audience.

Natalie Haas stated that she would like to discuss with Council the matter
of Landfill and action taken by the County on March 22, 1983.

APPROVAL OF AGENDA

Motion by Councilmember Reimann and seconded by Councilmember Van Wagner to
approve the agenda with the following additions:

1. Landfill: Natalie Haas - To be discussed after Letter and
Communications.

C/March 22, 1983
