Case #7: Staffing Of Personnel: <br /> <br />Mayor Gamec stated that the City has been reviewing the idea of hiring a <br />Data Processing/Accounting Clerk perso~ for two years. <br /> <br />Council consensus is that a data processing/accounting clerk is very much <br />needed and the situation right now is that we are in jeopardy of overloading <br />present staff. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Schlueter to <br />authorize the City of Ramsey to add a Data Processing/Acco~ntying Clerk <br />person to City staff at this time. <br /> <br />Further Discussion: Councilmember Reimann inquired as to where funds would <br />be obtained for this person's salary. Mr. Schnelle stated that he would <br />have to check past Personnel meeting minutes. Councilmember Reimann requested <br />that City Administrator make sure that Staff is utilized to most efficiency. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Case #8: Labor Negotiations: <br /> <br />Councilmember Reimann stated that a representative of the police labor union <br />should have been present tonight to answer questions. He also stated that <br />what was offered to City Staff should be adequate for the police department <br />also. Councilmember Reimann stated that he feels everyone should be treated <br />equally. He pointed out that some of the requests in the contract represent <br />a never ending job to fulfill, do the police feel they are better than the <br />rest of Ramsey employees and the City cannot afford a police department at <br />these costs. He further stated that he cannot accept some of the benefits <br />requested and that the City does not have to provide them. <br /> <br />Mayor Gamec stated that when he served on the budget committee, a program <br />was devised for the police department, to be reached within 3 years and <br />that did not happen. Last year, when we cut cost of living from 9% to 8%, <br />it threw the whole program off. We saved $1300 then, but now it has put <br />us almost $8,000 behind. <br /> <br />Councilmember Reimann stated that he believes in offering a decent wage and <br />treating all employees fairly and does not like the idea of police department <br />making requests and stating that they will go to negotiations to get what <br />they want. <br /> <br />Mayor Gamec stated that the City cannot get by much longer without hiring <br />another police person and the current salary level would make it difficult <br />for Ramsey's police department to expand. <br /> <br />Councilmember Reimann pointed out that the police department is Ramsey <br />greatest expense and how much can this City afford? <br /> <br />Mr. Schnelle stated that State law provides for adversary situations by way <br />of negotiation and mediation. One way to establish good employer/employee <br />relations is to be able to hear what people have to say without criticizing <br />them for what they are saying. <br /> <br />Sp C/April 7, 1983 <br /> Page 5 of 8 <br /> <br /> <br />
