Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann,
Van Wagner and Schlueter. Voting No: None.

Miscellaneous

City Attorney Goodrich stated that he has received a letter from Marilyn
Gallagher's attorney. He then read important portions of the letter to
Council and audience present. (The letter requests retraction of certain
comments made by Councilmember Van Wagner in the third issue of the Ramsey
Resident). Mr. Goodrich stated that he has not researched the subject yet,
but if Council deems it appropriate, they should advise him to do so and to
advise whether a retraction should be printed or not. He also stated that
there is a possibility of suing for defamation.

Mayor Gamec suggested obtaining a legal opinion from the Minneapolis Star
and Tribune.

Mr. Goodrich stated that either Council should meet again to discuss the
subject or direct that a retraction be printed or not be printed. If a
retraction is ordered, it would have to be included in the next issue of
the Ramsey Resident. Mr. Goodrich further stated that his concern is the
City's exposure and Councilmember Van Wagner's exposure as a councilperson.

Councilmember Reimann stated that he would like to see this matter come
before the Council another time.

Councilmember Van Wagner stated that any article to be included in the next
issue of the Ramsey Resident would have to be submitted by April 18, 1983.

City Attorney Goodrich recommended that this matter be discussed at a meeting
scheduled for April 25, 1983 for the purpose of discussing the Anoka/Ramsey
lawsuit.

Council consensus is to try for a special meeting on April 15, 1983 to discuss
the request for retraction.

Councilmember Schlueter inquired if this special meeting would be a closed
session.

Mr. Goodrich replied that it would not be unless Marilyn Gallagher makes
the decision to sue.

Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to
direct the City Attorney to research the City's and Councilmember Van Wagner's
liability relating to Mr. Anthony Elfelt's letter of April 6, 1983 regarding
the third issue of the Ramsey Newsletter.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Schlueter, Reimann,
Van Wagner and Sorteberg. Voting No: None.

Case #6: Changi~9 Of MUSA (Municipal ~tility Service Area) Line Boundary:'

Mr. Clayton Berg pointed out the recommended changes to the MUSA Line Boundary

Discussion ensued regarding MUSA Line versus District Service Line.

Council directed Mr. Berg to research the matter and report back to Council.

Sp C/April 7, 1983
