Case #3: Accrual Of Additional Vacation Time:

Mayor Gamec commented that City Staff who do not take their vacation days
within the allotted time are out of luck, that if those same personnel
were ill the City would find a way to get the work done. He further commented
that it is great to have such loyal employees who won't take their vacation
until all the work is up-to-date, but if they have vacation coming they better
take it.

Mr. Schnelle pointed out that in that case the employee should be allowed
to use unused vacation days as a tax deduction in the form of a donation to
the City.

Councilmember Reimann suggested an extension of time for affected staff
employees to utilize their vacation days.

Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to
approve of adopting Resolution #83-45 authorizing the accrual of additional
vacation time through calendar year 1983 and to be reviewed at that time.
(Please refer to resolution file for Resolution #83-45).

Further Discussion: Councilmember Reimann stated that this is a unique
situation and that Ramsey City Staff is putting a lot of time in and an
extension of time should be granted for that reason.

Motion carried. Voting Yes: Councilmemb~r Reimann, Schlueter, Sorteberg and
Van Wagner. Voting No: Mayor Gamec.

Case #4: City Newsletter:

Council discussion ensued regarding financing and types ~f columns to be
included in the Ramsey Resident.

Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to
adopt Resolution #83-46 establishing the Ramsey Resident as a City newsletter.
(Please refer to resolution file for Resolution ~83-46).

Further Discussion: Council consensus is that the terms "official publication"
referred to in the proposed resolution should be changed to read "newsletter".

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann and
Van Wagner. Voting No: Councilmember Schlueter.

City Attorney Goodrich stated that Council should appoint an Ad Hoc committee
for the purpose of setting up a policy for the Ramsey Resident.

Councilmember Van Wagner inquired as to why Councilmember $chlueter opposed
Resolution #83-46.

Councilmember Schlueter stated that she would like to know the policy of
Ramsey Resident prior to adopting it as the City newsletter.

Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to
adopt Resolution ~83-47 to appoint ~ouncilmembersVa~.Wagner and Schlueter
and Commissioner Schneider of Planning and Zoning to the Ad Hoc Committee
for the purpose of setting up a policy for the Ramsey Resident and to
report back to Council. (Please refer to resolution file for Resolution
#83-47).

Sp C/April 7, 1983
