After the public hearing, either the same evening or at a subsequent <br />Council meeting, Council will act on the project -- either order in or deny. <br /> <br />2) <br /> <br />History of the Champlin, Anoka, Brooklyn Park (CAB) Interceptor. Review <br />of the City's comprehensive engineering studies. Brief review of the <br />utility assessment ordinance the City is working on. Explanation of the <br />City's comprehensive plan utility schedule - Present by City Engineer Pete <br />Raatikka): <br /> <br />Mr. Raatikka stated that he has been the Ramsey City Engineer since 1975. <br /> <br />In 1970 the Metro Sewer Board established sewer districts, a portion of Ramsey <br />is in sewer district #3 and that area of Ramsey would be served by utilities. <br />The overall plan calls for waste water from that area to go through a series of <br />interceptors to the Metro Waste Water Plan in St. Paul. <br /> <br />In 1980, Metro Waste Control Commission conducted a feasibility planning study <br />and that study determined that the CAB would serve the Northeast Metro region <br />and part of that interceptor would connect Champlin to the Brooklyn Park <br />interceptor. This interceptor is presently under design and bids will be <br />taken in early 1985. The upper portion of CAB will be in service in the next <br />few weeks. The second connection is proposed to be built in conjunction with <br />utilities being built in Ramsey and money has been budgeted for that interceptor. <br />In the interim, sewage would flow to the Anoka treatment plan and in the late <br />1980's, that plant will be phased out and sewage will flow to Metro Plant <br />St. Paul. <br /> <br />In September of 1972 it was determined during CAB discussions that the interceptor <br />would serve the southeast corner of Ramsey first. <br /> <br />In April of 1975, Council passed a resolution to encourage CAB to Ramsey border. <br /> <br />In September of 1975 Ramsey was informed that the earliest date the CAB would <br />be available was 1980. <br /> <br />In 1976, Metro Council approved CAB as part of the 1977-1981 Development Program. <br /> <br />In May of 1976, the CAB Facility Study Report was completed and included an <br />agressive program to maintain on-site systems outside the MUSA line. The <br />report also requested that Ramsey adopt controls to prevent premature development <br />and stated that Ramsey desired the second connection. <br /> <br />Mr. Raatikka stated that questions have been raised regarding a water franchise. <br />He has contacted the Minnesota State Health Board and the cities of Minnetonka <br />and Brooklyn Park, and they all express that there are problems with a water <br />franchise and they all recommended going with a municipal system. <br /> <br />Regarding sanitary sewer, first plan was completed in 1971, updated in 1974 <br />and 1978. In August of 1982, Comprehensive Plan was amended to adopt Waste <br />Management System. <br /> <br />Currently, the City is working on a utility assessment ordinance which will <br />allow extending either by petition or need. Comprehensive Plans states that <br />no petition for utilities will be accepted until 50% of sewer area is developed, <br />unless developer would pay trunk line costs to the proposed development. <br /> <br />Utility Information Meeting <br /> April 19, 1983 <br /> Page 3 of 11 <br /> <br /> <br />
