in only undeveloped land and then only when the landowners request <br />municipal utilities. <br /> <br />3) <br /> <br />That the EDC recommends changing the proposed assessment ordinance <br />such that a developer who requests municipal utilities can pledge <br />his land as collateral in lieu of a letter of credit or bond. <br /> <br />4) <br /> <br />It is further directed that Council include in the utility assessment <br />ordinance or adopt by resolution that the EDC shall review requests <br />for municipal utilities to insure no individual is unfairly treated <br />in any expansion of municipal utilities. <br /> <br />The reason EDC is supporting municipal utilities is: <br /> <br />a) <br /> <br />Tax Base - greater taxes generated by commercial/industrial property than <br />by homestead property. This money goes <br />to regional government to be used to pay for regional systems. <br /> <br />Ed Eccleston - I am an existing homeowner - when will I be assessed? <br /> <br />Mr. Goodrich - When you actually hook-up to the system you will receive an <br />assessment. <br /> <br />Ilene Clifford - Own property on Juniper Ridge Road - Mr. Fults pointed out <br />taxes that can be gained by developing industrial/commercial and multiple <br />dwellings. What is the other side of the story? How much will City cost <br />of services be increased by the higher density population in multiple dwellings? <br /> <br />Mr. Fults - Only worked with tax base figures and comparisons. Families in <br />multiple dwellings tend to be much smaller. Taxes derived from rental property <br />is 3 to 4 times higher than homestead and commercial is 5 times higher than <br />homestead. <br /> <br />Ilene Clifford - It seems that stating apartment dwellers have fewer children <br />is an assumption and not the result of any study. <br /> <br />Mr. Fults - I am in the real estate business selling lots and lands for <br />development and have worked a lot in Coon Rapids.
