in only undeveloped land and then only when the landowners request
municipal utilities.

3)

That the EDC recommends changing the proposed assessment ordinance
such that a developer who requests municipal utilities can pledge
his land as collateral in lieu of a letter of credit or bond.

4)

It is further directed that Council include in the utility assessment
ordinance or adopt by resolution that the EDC shall review requests
for municipal utilities to insure no individual is unfairly treated
in any expansion of municipal utilities.

The reason EDC is supporting municipal utilities is:

a)

Tax Base - greater taxes generated by commercial/industrial property than
by homestead property. Strive to build up tax base while keeping budget
spending down resulting in lower taxes for the homeowner.

QUESTIONS AND ANSWERS

Edward Eccleston - 15110 St. Francis Blvd. - Who pays for the interceptors?

Mr. Raatikka - Metro interceptors are paid for out of regional funds and are
assessed back to the City through SAC charges and user fees.

Mr. Goodrich - SAC is Service Availability Charge - Each new building permit
issued in Sewer District #3 will have a SAC charge of $425. This money goes
to regional government to be used to pay for regional systems.

Ed Eccleston - I am an existing homeowner - when will I be assessed?

Mr. Goodrich - When you actually hook-up to the system you will receive an
assessment.

Ilene Clifford - Own property on Juniper Ridge Road - Mr. Fults pointed out
taxes that can be gained by developing industrial/commercial and multiple
dwellings. What is the other side of the story? How much will City cost
of services be increased by the higher density population in multiple dwellings?

Mr. Fults - Only worked with tax base figures and comparisons. Families in
multiple dwellings tend to be much smaller. Taxes derived from rental property
is 3 to 4 times higher than homestead and commercial is 5 times higher than
homestead.

Ilene Clifford - It seems that stating apartment dwellers have fewer children
is an assumption and not the result of any study.

Mr. Fults - I am in the real estate business selling lots and lands for
development and have worked a lot in Coon Rapids. There is a tremendous
amount of acreage in Coon Rapids zoned for high density population and
City refuses to rezone for single family dwellings because they want the
added tax base.

Mr. Goodrich - There is a Metro Council policy which says that each community
in the Metro area must accept it's fair share of low cost and multiple
dwelling housing.

Utility Information Meeting
April 19, 1983
