Mr. Schnelle - Stated he has lived in apartments all his life and apartment
dwellers require less utilities and police protection. The general rule for
apartments is one or two children, unless it is an extremely low rent district.

Ilene Clifford - I did not make reference to number of people brought in
by multiple dwellings - just wanted data on cost of servicing multiple
dwellings.

A1 Kempf - 15220 St. Francis Blvd.- It seems to me that the first thing we
want to do is stress development of business community and then develop
residential area to provide for those citizens staffing these businesses.
Judging from the current tax base, we are not doing a whole lot to encourage
business to the community. I know some action has been taken to reduce taxes
on businesses in the area, is there anything else that can be done and why
was stress taken off developing sewer and water along Hwy. 10.

Mr. Goodrich - Established an EDC to encourage business growth in community.
Established Local Development Corporation to encourage business growth. City
has initiated a lawsuit in order to attempt to make fair the State Aid
distribution. There has been no petition or need substantiated for utilities
on Hwy. 10.

A1 Kempf - It is a petition by a developer that has switched the stress for
utilities from Hwy 10 to the Hwy. 47.

Mr. Berg - Not necessarily, petition from multiple dwelling developer and the
fact that that area is zoned business.

A1 Kempf - It is possible for Ramsey to get businesses to come into Hwy. 10
area without sewer and water being available?

Mr. Goodrich - One problem - Landfill does not do any good in attracting
business - it is not a plus, it is a negative. I am sure we could get some
businesses without the availability of sewer and water, but some businesses
could not exist with on-site systems and obtaining financing for a business
can be a problem when municipal sewer and water are not available to that
business.

Tom Patchen - 5740 140th Lane - About a week ago, at one of the ordinance
workshops, it was mentioned that there was a need for utilities at the
VoTech and now you say utilities on Hwy. 10 are delayed and the stress is
to the southeast quadrant of the City.

Mr. Goodrich - VoTech is within Anoka City limits and the VoTech will be
hooking up to municipal utilities very shortly.

Roger Buchanan - 15230 Kangaroo - Regarding Urban Planning Study, what is
"sinking fund"? Only Item #11 of this Planning Study was pointed out this
evening, why weren't the other 10 items mentioned?

Mr. Goodrich - Sinking fund is money deposited so that payments can be made
from it. Mr. Goodrich then read Items 1-10 of the Urban Planning Study.

Roger Buchanan - Item #4 - What will persons in 1990 area have to deposit in
escrow?

Utility Information Meeting
April 19, 1983
