He <br />stated that the policy is much more restrictive than that of surrounding <br />communities and urged Council to reconsider a 35% cash deposit and land as <br />collateral. <br /> <br />Jack Menkveld - Without public utilities, commercial development will be of <br />a lower grade <br /> <br />Mr. Schnelle noted that Metro Council has budgeted $365,000 for an interceptor <br />to serve Ramsey and if Ramsey does not make use of those monies within one <br />year we lose the interceptor. If Ramsey requires that interceptor at a later <br />date we might have to pay for it ourselves and Metro Council would allow for <br />some free use of it for a period of time. City would rather have cash to <br />work with rather than free use. <br /> <br />Brenda Bauerkemper - 162nd Lane - Mr. Renner stated at the public informational <br />meeting that even if Ramsey did not require the interceptor for 10 years, it <br />would be provided with regional funds. <br /> <br />City Staff and Council disagreed with Mrs. Bauerkempers understanding of <br />Mr. Renner's statements. <br /> <br />Council noted reviewing the fo]lowing: <br /> <br />Letter to George Lusher, Chief Administrator, Metro Waste Control <br />Commission from Gerald J. Isaacs of the Metropolitan Council dated <br />April 5, 1983 regarding Metropolitan Waste Control Commission, <br />1981-1986 Development Program and 1983 Capital Budget Amendment <br />Request, Second Ramsey Connection and Lino Lakes Intercepter Extension, <br />Metropolitan Council Referral File No. 9586-2, 9586-3, 10656-2. <br /> <br />Councilmember Reimann stated that requiring a 35% cash deposit and holding <br />first mortgage is a workable system and would like to see Council reconsider <br />amending this portion of the assessment ordinance. <br /> <br />Lyle McLaughlin - 3155 Bunker Lake Blvd. - Considering developing in Ramsey <br />and there is no possible way we could meet your ordinance as far as developer <br />resources that would be necessary. Mr. McLaughlin explained the process <br />Coon Rapids using in development projects. He stated that Ramsey's current <br />plan would leave developer no monies to carry out marketing plans. Another <br />key element necessary for development is government backed loans. Suggest <br />Ramsey form an Ad Hoc Committee to review how other communities are developing <br />and financing. <br /> <br />Tom Patchen - 148th Lane - It is unfortunate that other communities like <br />Andover were forced to accept development and growth, but it does not have to <br />happen to Ramsey. Very opposed to multiple dwellings. <br /> <br />Arnie Cox - Nowthen Blvd. - Noted that if Anoka installs a well in it's north- <br />west corner, it could cause serious problems for Ramsey, like contamination. <br />Mr. Cox also mentioned that he has been approached by Joe Sentryz regarding <br />SAC charges on existing lots. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to <br />table the request contained in Mr. Norm Holm's letter dated April 29, 1983 <br />which is to reconsider the City's assessment policy until the next regular <br />Council meeting. <br /> <br />Sp C/May 9, 1983 <br />Page 7 of 10 <br /> <br /> <br />
