Absent: Councilmember Van Wagner. <br /> <br />Case #7: State Aid Law Suit: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to <br />approve Deloitte/Haskins/Sells to perform 72 hours of additional work on the <br />State Local Aid Lawsuit (City of Ramsey versus the State of Minnesota) to <br />complete Phase II as outlined in Deloitte/Haskins/Sells letter of October <br />14, 1982. The dollar amount not to exceed $5,200. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann <br />and Schlueter. Voting No: None. Absent: Councilmember Van Wagner. <br /> <br />Case #8: Property For 1983 Land Sale: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to <br />adopt Resolution #83-76 to submit a bid to Anoka County for Lot 3, Block 5, <br />Whispering Pines Estates and Lot 11, Block 8, Whispering Pines Estates <br />(which have gone tax forfeit) in the amount of $1,600.00 per parcel. <br />(Please refer to resolution file for Resolution #83-76). <br /> <br />Motion carried. Van Wagner. <br /> <br />Case #9: Landfill Resolution Regarding Methane Gas: <br /> <br />Mr. Goodrich requested Council to review Paragraph XV of the proposed <br />resolution and stated that this joint powers agreement would be between <br />Anoka, Anoka County and Ramsey. Landfill Board will make contracts with <br />Waltek and Waste Management. <br /> <br />Mayor Gamec stated that Ramsey stands to benefit in two ways: create jobs <br />and tax base. <br /> <br />Mr. Cox - In light of current law suit with City of Anoka, would be hesitant <br />to enter into a agreement with them. In the interest of protecting this <br />community an opinion should be obtained from State Attorney General. <br /> <br />Mr. Goodrich replied that that office cannot give out legal advice. <br /> <br />Mayor Gamec stated that the proposed resolution will create a Landfill Board <br />and that Board will make decisions regarding entering into an agreement. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to <br />adopt Resolution #83-77 to enter into a joint powers agreement as presented <br />except that Paragraph VIII (Funding; Section 1) and the amount of $61,078.00 <br />is not agreed to as a part of that joint powers agreement.
