Howard Carson - 15420 Kangaroo - Selling methane gas from the present landfill <br />would endorse Site "P". This Council should not give credence to Site "P" <br />by approving the sale of methane gas. <br /> <br />Mayor Gamec stated that Site "P" will exist as proposed if Ramsey does not <br />provide an alternative. The methane gas at the present landfill should not <br />be wasted and businesses should be allowed to develop that can utilize that <br />gas. <br /> <br />Motion carried. <br />Voting No: None. <br />Van Wagner. <br /> <br />Voting Yes: <br /> Abstain: <br /> <br />Mayor Gamec, Councilmembers Sorteberg and Reimann. <br />Councilmember Schlueter. Absent: Councilmember <br /> <br />Councilmember Schlueter inquired if there is wording included in the contract <br />that referred to the present landfill only. <br /> <br />Motion by Councilmember Schlueter and seconded by Councilmember Sorteberg to <br />adopt Resolution #83-78 amending Resolution #83-77 to include the legal <br />description of the existing landfill in the joint powers agreement so that it <br />is explicitly clear that it is that existing site that the joint powers <br />agreement refers to. (Please refer to resolution file for Resolution #83-78). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann <br />and Schlueter. Voting No: None. Absent: Councilmember Van Wagner. <br /> <br />Case #10: "Jobs Bill" Supplemental Funding: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg that <br />the City of Ramsey desires to retain all money allocated to Ramsey within <br />the City and that money to be used for the methane gas project as proposed. <br /> <br />Motion carried. Voting Yes: Mayon Gamec, Councilmembers Sorteberg, Reimann <br />and Schlueter. Voting No: None. Absent: Councilmember Van Wagner. <br /> <br />Case #11: Easements: <br /> <br />Mr. Raatikka stated that he has talked to Mr. Hunt and Mr. Hunt is opposed <br />to granting an easement if he is going to be assessed for the project. <br /> <br />Mayor Gamec authorized City Attorney to negotiate further with M~. Hunt. <br /> (Refer to Page 10, Mayor/Council Input for further action taken). <br />Case #12: Proposed Park Development; Mr. Arnie Cox: <br /> <br />Mayor Gamec stated that Council would like to see some plans and commitments <br />that the park will be developed. <br /> <br />Mr. Cox stated that a plan has been provided to the Park Commission and all <br />that is being requested at this time is approval to initiate plans for an <br />access to the property. Mr. Cox stated that the entire project will not <br />cost the City anything. <br /> <br />Mayor Gamec requested that Mr. Cox submit plans and make Park Commission <br />aware of what is happening with regards to the park. <br /> <br />Council consensus is to approve of City Engineer working with Mr. Arnie <br />Cox, on a volunteer basis, to provide for an access to the proposed park. <br /> <br />Sp C/May 9, 1983 <br />Page 9 of 10 <br /> <br /> <br />
