Mayor Gamec replied that sewer and water are not being installed on speculation, <br />that it must be petitioned for. <br /> <br />Councilmember Sorteberg replied that the money has-to be on the table before <br />a developer can obtain sewer and water. Why would the City spend millions <br />for sewer and water for an area that doesn't want it? <br /> <br />Ed Mingel - Maps indicate that I will be getting sewer and water in 1986. <br /> <br />Mayor Gamec replied only if you petition for it. <br /> <br />Roger Buchanan - 15230 Kangaroo - If 1986 becomes a reality, the piping is <br />available to Whispering Pines, the residents of the high density area run <br />a solid campaign for election to City Council, win and once in office order <br />in public utilities, what then. <br /> <br />Councilmember Reimann stated that this is exactly the situation that could <br />develop under the City Charter plan, the City would be controlled by special <br />interest groups. <br /> <br />Roger Buchanan disagreed. Changing a policy under City Charter would be more <br />difficult, that a pol. icy can be changed with the stroke of a pen under the <br />Statutory system. The purpose of this meeting is to clear the air and put <br />the rumors to bed, Council and Ramsey Coalition do not see eye to eye. <br /> <br />Councilmember Reimann stated that the Ramsey Coalition came into effect because <br />they heard sewer and water was coming to their homes and a few people stirred <br />up a lot of people and am very supportive of those persons who come to Council <br />for answers. People should have come to Council for answers in the first <br />place instead of listening to rumors. Anybody who tells you sewer and water <br />is coming to your home is a liar. <br /> <br />Roger Buchanan - There were a lot of actions by the Ramsey Coalition, early <br />on, that spread rumors. Now is the time to get to the point where the <br />Coalition is not an adversary as much as a source of input. Hopefull, the <br />Ramsey Coalition fairly represents the wishes of the people and Council <br />will ask us for our opinion and give it the same weight as any other Commission <br />opinion in Ramsey. <br /> <br />Councilmember Reimann stated that he was interested in the City and~initially <br />got involved at the Planning and Zoning level. He further stated that he <br />originally had not intended to run in the past election but changed his <br />mind when he considered the fact that sewer and water plans were not complete, <br />that he does have background in this area and that he could be of assistance <br />in seeing this sewer and water issue to it's completion. <br /> <br />Mayor Gamec stated that nobody begged him to run in the past election, that <br />a person has to enjoy and have a certain feeling for participating in <br />government~and if being a city official prevents living a normal life, then <br />it is time to get out and decide what is best for the City as a whole. <br /> <br />Susan Beale - Stated she is concerned about the second connection being <br />installed in an udeveloped area and what happens if enough homes are not <br />sold in the area to cover the cost of utilities or a catastrophe such as <br />just happened in New Brighton. <br /> <br />Sp C/May 16, 1983 <br /> Page 5 of 9 <br /> <br /> <br />
