Councilmember Reimann stated that the Federal Government will pick up the <br />cost for the catastrophe in New Brighton, that the pollution was due to <br />the Federal Arms Plant. <br /> <br />Susan Beale replied that there are other reasons wells can fail, that they <br />aren't all the fault of the Federal Government. <br /> <br />Councilmember Reimann stated that all costs for utilities in an undeveloped <br />area must be provided by the developer, up front. <br /> <br />Mayor Gamec stated that if there were no problems with anything, there would <br />not be any jobs, you have jobs because there are problems that need to be <br />solved. <br /> <br />Susan Beale - How long is the City prepared to pay interest on bond payments <br />before the City must search out other users of the utilities <br /> <br />Mayor Gamec stated that one of the main reasons we are not selling in Ramsey <br />right now is interest rates and financing, financing is one of the biggest <br />problems. <br /> <br />Clayton Berg stated that any time you make an investment or enter into a <br />business, and that is what the City would be doing, you hope to gain. <br /> <br />Mayor Gamec stated that under the present policy we have a situation where <br />those who want sewer and water will move into it. <br /> <br />Roger Buchanan - Suggested 1/2 acre lots and building homes on every other <br />lot with on-site systems. <br /> <br />Clayton Berg replied that if Ramsey did not have public utilities, Metro <br />Council would demand a one in 10 acre density. Metro Council has provided <br />us with an urban area as per our request, and now we have to live within <br />those guidelines. <br /> <br />Roger Buchanan - Stated that Mayor Gamec as been quoted as saying he is in <br />favor of a hazardous waste site in Ramsey. <br /> <br />Mayor Gamec stated he has reviewed past minutes and is not aware of making <br />such statements. Ramsey City Council adopted a resolution opposing a <br />hazardous waste site and I, as a member of that Council, go by that direction. <br /> <br />Brenda Bauerkemper - Stated that when she approached a neighbor (Mrs. Bollman) <br />to sign the Charter Commission petition, that neighbor declined because <br />she had been told by Mayor Gamec that he was in favor of public utilities <br />and hazardous waste site in Ramsey as they would create jobs for the upcoming <br />generation. <br /> <br />Mayor Gamec replied that he may have stated that a hazardous waste site has <br />it's possibilities but he never endorsed it and the neighbor in question <br />misunderstood his comments. <br /> <br />Brenda Bauerkemper - Developers say that Ramsey's current plan for financing <br />is not workable, Coon Rapids and Champlin are requiring 100%-150% cash. <br />Regarding land as collateral, what's the difference?
