Mayor Gamec replied that it would be impossible to quote figures until
a project is petitioned for and a feasibility study completed.

Clayton Berg noted that you cannot compare a new development to an existing
development, that the costs for an existing development would be less.

Dick Sieber - The original purpose of this meeting was to try and get Ramsey
Council and Ramsey Coalition together. There have been some very nasty
rumors in both directions and have we accomplished putting those rumors
to rest tonight?

Mayor Gamec requested information regarding the direction of the Ramsey
Coalition, what are it's goals and what do they want to accomplish?

Brenda Bauerkemper - Stated that Ramsey Coalition wants a more responsive
government. She stated the reason she got involved is because while
attending Council meetings she noted that Council's response to a citizen
who was dissatisfied and wanted to know his recourse was "sue the City."

Mayor Gamec replied that sometimes an elected official has to do things
that he really doesn't like to do.

Brenda Bauerkemper - If a major issue came up, you received a lot of feedback
from the public, would you act based on your own opinion or the feedback
from the public?

Councilmember Schlueter stated that she was elected to represent the people
and would weigh public input when making her decision.

Councilmember Reimann stated that he would take the public input into
consideration and make a decision, using his good judgement, for the better-
ment of the City as a whole.

Mayor Gamec stated that he would review all aspects and make the best decision
for the City as a whole. He further stated that he would vote the way
the people want if there was no financial impact. Any situation which would
involve a tax going to the people, such as a park bond issue, should go to
the people.

Councilmember Van Wagner stated that she would take into consideration very
heavily citizen input and that her past record indicates she votes with
the people.

Councilmember Sorteberg stated that he votes according to what is best for
the City and has done so on numerous occasions.

Dick Sieber - We put Council in position as a Statutory Government and you
have to vote for what you think is best for the City. The citizens are
not involved in City business every day and Council tends to forget that
sewer and water has been Council's business for the past 10-15 years and
to the average citizen it is only 1½ months old and it is frightening.
Maybe Council has done an excellent job in planning for sewer and water
but the citizens don't know that. Citizens don't get involved in government
because they have other things to do and that is why we elect a Council to
take care of that business and why I am a scoutmaster for your children.
We need to keep in mind that Council has been dealing with this issue for
15 years and maybe they know what they are doing and I am not happy with

Sp C/May 16, 1983
