Mayor Gamec stated that they were figures that are currently in use <br />by these various communities. <br /> <br />Don Jazdzewski - 15231Salish - Stated that Councilmember Reimann <br />forgot to mention Anoka's requirement of developers which is 150%. <br />Mr. Jazdzewski inquired what would stop Council from changing the <br />policy, especially that part that protects the citizens from sewer <br />and water. He stated that Council seemed pretty solid when they <br />adopted the policy in April and already they are proposing some <br />changes regarding requirements on developers. <br /> <br />Mr. Heitman - Uranium - Would there be any other requirement other <br />than a 35% cash deposit, primary concern is that the City will get <br />into the real estate business. <br /> <br />Dick Sieber - 154th and Marmoset - Stated that if Council changes <br />the requirements of developers as stated in the present policy, they <br />will be doing so directly contrary to the wishes of their electorate. <br /> <br />Mr. Schnelle stated that a developed area wanting sewer and water <br />would not be subject to the same requirements as an undeveloped area. <br />There is a greater risk going into a developed area and that is why <br />Council is trying to avoid existing areas unless there is a real <br />health problem. Mr. Schnelle also noted that if Council changes it's <br />present policy other items such as lot transfer, would be affected. <br />There should be a contract to be sure that the City is thoroughly <br />covered for two years because the City does not want to end up with <br />assessments on the tax roles. He further commented that the citizens <br />of Ramsey want a stronger commitment than other cities and they <br />should have it. <br /> <br />Darryl Fults - 15410 Barium - Stated that he has lived in Ramsey for <br />10 years and works with developers. He stated that this City has <br />been planning it's development, zoned and rezoned, and Council has <br />done a terrific job and he cannot see shutting development off <br />completely. The City can't affort to shut off development and throw <br />away 12 years of planni'ng. Regarding Anoka requiring 150%, we all <br />know that Anoka doesn't have any land left to develop. <br /> <br />Arnie Cox - Stated that he heard the comment tonight that if Council <br />changes the requirements to be put on the developers, they will be <br />doing so directly against the electorate. Mr. Cox stated that decisions <br />have to be made by Council that may not be popular but are in the best <br />interest of the City. It is important that people realize the Council <br />is accountable to the majority and not the vocal minority. <br /> <br />John Lichter - Some developers are more financially capable than others <br />and the requirements should be variable. <br /> <br />Mayor Gamec stated that it was key developers who brought these <br />unworkable requirements to Council's attention, not fly-by-night <br />developers. <br /> <br />John Lichter - Stated that some developers have more resources than <br />others and before Council gives those developers a big break, there <br />should be some prequalification. <br /> <br />C/May 31, 1983 <br />Page 18 of 26 <br /> <br /> <br />
