Mayor Gamec replied that he trusts the judgement of the bank more than he <br />would trust that of 5 councilmembers. <br /> <br />Darryl Fults - Developers are the only ones being discussed tonight and what <br />about a farmer who wants to develop his land as a means of retirement and <br />where will he get the funds to fulfill these kinds of requirements? <br /> <br />Councilmember Sorteberg stated that there should be some amount required in <br />a letter of credit because that is the only way to get the banks involved. <br /> <br />Councilmember Reimann sug§ested requiring 35% cash deposit and a 25% letter <br />of credit. <br /> <br />Councilmember Van Wagner, Sorteber§ and Mayor Gamec agreed. <br /> <br />Councilmember Schlueter disagreed and stated that she would be voting to <br />leave the policy as is. <br /> <br />Councilmembers Reimann, Sorteberg, Van Wagner and Mayor Gamec also agreed <br />that 100% would be assessed. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Van Wagner to <br />delay publication of the Summary of the Assessment Policy and Amendment to <br />Subdivision Code that was adopted on April 26, 1983 and further that Staff <br />explore further the proposed 35% cash escrow/25% letter of credit (or any <br />other miscellaneous alternative) and the ramifications thereof as it relates <br />to the collectability of assessments. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Councilmember Schlueter stated that she voted 'yes' to the previous motion <br />because she is interested in seeing the results of Staff's research, but <br />that she is still in favor of leaving the policy as is. <br /> <br />Mr. Schnelle stated that he would be requesting two members from each of <br />Ramsey's various commissions, except Council, to accomplish the above motion. <br /> <br />COUNCIL NEW BUSINESS <br /> <br />Case #7: Approval Of Site And ~esi~n Plan For Prestressed Concrete's New <br /> Facilities: <br /> <br />Clayton Berg reviewed his letter to City Administrator dated May 24, 1983 <br />regarding Prestress Concrete permit request. Mr. Berg stated that his <br />recommendations are that the site amenities section of the oridnance be <br />waived with respect to location and proposed use and that the sprinkler <br />system be given a variance until municipal water becomes available and <br />that these variances be included in the contract. <br /> <br />Prestress Plant Manager was present and explained the site amenity situation <br />to Council. <br /> <br />Mayor Gamec mentioned the piles of broken up concrete on the property. <br /> <br />Prestress Vice President Soukup stated that disposing of the concrete has <br />been a problem. <br /> <br />C/May 31, 1983 <br />Page 19 of 26 <br /> <br /> <br />
