City Engineer stated that the Hunt case is scheduled to be discussed during <br />City Engineer Staff Rerp~t.· ~ ~ .... <br /> <br />Mr. Heitman - 16490 Uranium - Stated that it is the responsiblity of the <br />Council, when making decisions, is to gather the best available knowledge <br />and present that knowledge to the people. Mr. Heitman then read a quote <br />from Thomas Jefferson and stated that this quote best describes his feelings <br />and that history tends to repeat itself. Mr. Heitman then inquired if it <br />would be possible for Council to delay further decisions of significant <br />importance, such as city sewer and water and requirements to be put upon <br />developers, because of the advent of the Charter Commission. <br /> <br />Mayor Gamec stated that his personal opinion is not to delay decisions any <br />more than the City already has, that the proposed charter could take 6 <br />months or it could even take three years to resolve. Mayor Gamec further <br />commented that if the Charter Commission is any good, they will look at <br />a lot of issues and not just one and that he hopes the charter will be <br />given a lot of time and effort and not rushed through. <br /> <br />Mr. Heitman agreed with Mayor Gamec and noted that a Charter could also <br />be adopted within months, that several cities have opted for charter and <br />Ramsey can learn from those cities. Mr. Heitman stated that it is not his <br />intention to focus on one issue, that several important issues have come <br />up and the people have a right to voice their opinion and this would be <br />possible through a referendum vote. <br /> <br />Arnie Cox - This Council has been one of the most conservative in Ramsey <br />with regards to low cost government and this Council should continue to act <br />prudently and statutes' set by State of Minnesota are for that purpose. There <br />are some very serious considerations, just as important as sewer and water, <br />and hope that members of Charter Commission are as adimant about the landfill <br />as they are sewer and water, that they will jump on the bandwagon and put <br />pressure on the metro agencies. Nobody is more concerned than I with expenses, <br />and these people doing the talking should start taking some action. <br /> <br />Mr. Schnelle stated that it would be helpful if the citizens approached <br />legislators regarding local aids also. <br /> <br />Ed Mingo Stated that the State is just like a businessman, the more you <br />get from the State, the more they want back. <br /> <br />Mayor Gamec tried to explain the local aids formula. <br /> <br />APPROVAL OF AGENDA <br /> <br />City Attorney Goodrich stated that he would like to discuss the Ramsey <br />Resident Lawsuit with Council. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Schlueter to <br />approve the agenda with the following addition: <br /> <br />1. Ramsey Resident Lawsuit- to be discussed during City Attorney Staff <br /> Report. (Actually discussed during Case 6 of Council Old Business) <br /> <br />Motion carried.
