PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing regarding Sealcoating Improvement Project #83-4 for Klemish <br />Additions was called to order by Mayor Gamec at 7:15 p.m. on Tuesday, June 14, <br />1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Gary Reimann <br />Councilmember Sue Van Wagner <br />Councilmember Jean Schlueter <br /> <br />Members Absent: Councilmember A1 Sorteberg <br />Also Present: City Engineer Raatikka <br /> <br />City Engineer Raatikka made a slide presentation of the proposed project <br />and estimated costs. Mr. Raatikka also presented an alternative to seal- <br />coating, overlay. <br /> <br />Glen Semanko - 6311 169th Lane - Stated that he would prefer the City to <br />sealcoat because it is more economical than overlay and 169th is very locally <br />travelled. Mr. Semanko also noted that about 1 yea~ ago he approached the <br />Council regarding several violations of City Zoning Ordinance. Mr. Semanko <br />stated that 3 of the violations he had sited have cleaned their property <br />but that Mr. Klemish had not. <br /> <br />Mayor Gamec stated that this situation presents a real problem and the City <br />Attorney has researched the issue and found that court records show that <br />the judge tends to turn the matter right back to the city because it involves <br />one personal property and is not affecting the safety of others. <br /> <br />Dennis Mixdorf - 6302 169th Lane - Inquired if the area was inspected prior <br />to determining that sealcoating was necessary. <br /> <br />Mr. Raatikka stated that he and the Street Superintendent reviewed all streets <br />that are older than 4 years and noted that these streets have not been seal- <br />coated since blacktopping. <br /> <br />Dennis Mixdorf inquired about levy limitation funds? <br /> <br />Mayor Gamec explained that in order for the City to raise taxes enough to <br />cover street maintenance, it would require a special referendum. <br /> <br />Dennis Mixdorf inquired as to how the City obtains the most competitive bid. <br /> <br />Mr. Raatikka explained that the City advertises for bids in the Anoka Union <br />and Construction Bulletin. <br /> <br />Mayor Gamec noted that if bids come in 25% over the City's estimated costs, <br />by law, the City is required to conduct another public hearing. <br /> <br />Sp C/June 14, 1983 <br /> Public Hearing <br /> Page I of 2 <br /> <br /> <br />
