Mr. Hartley noted that the hearing scheduled for January 14 has been <br />continued to February 16. Ramsey, North Fork, Burlington Northern and <br />Department of Transportation will be meeting to develop stipulations for an <br />order. The stipulation agreement will be submitted to the administrative <br />judge on February 16, all parties will be asked to sign it and it will be <br />made part of the record. That recorded stipulation agreement is submitted <br />to the Commissioner of Transportation for an order. It will take about one <br />year from the time of the hearing before the public crossing can be <br />established. In the interim, North Fork has entered into an agreement with <br />Burlington Northern for a private crossing at Dayton Port. <br /> <br />Case #11: Appointment Of Three Candida~¢~ For Keep America Beautiful <br /> T~aining Program: <br /> <br />Motion by Mayor Reimann and seconded by Councilmember Sorteberg to table <br />selection of individuals for the Keep America Beautiful training program <br />until input from the project co-sponsor, Ramsey Jaycees, has been obtained. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmember $orteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca directing <br />Mayor Reimann and City Administrator Hartley to select 3 individuals for <br />the Keep America Beautiful training program once a complete list of <br />candidates has been compiled by city staff and Ramsey Jaycees. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case #12: R~port On Activities Proposed Bv Northern Mayors' <br /> Association: <br /> <br />Mr. Hartley stated that the Northern Mayors' Association is requesting <br />financial support of their efforts to hire a lobbyist to encourage <br />legislature to fund transportation projects in the northern metro area <br />which will promote economic development. <br /> <br />Mr. Hartley noted that cities located on the periphery rather than the <br />flight pattern of an airport experience good development; Ramsey lies <br />on the periphery of that Search Area A being studied for development of a <br />major airport. <br /> <br />Mr. Jack Ippel was present and stated that Elk River and Big Lake are <br />setting up a task force to research the possibility of developing an <br />airport in Sherburne County to accommodate corporate aircraft and transport <br />operations. A majority of transport operations are at night and the older, <br />noisier air carriers are retired to transport use. If airport zoning were <br />in place, it would prohibit aircraft from a facility like what is <br />being considered in Sherburne County from transitioning through Gateway's <br />airspace. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Cox to <br />adopt Resolution #88-6 agreeing to participate in the cost of increasing <br />City Council/January 12, 1988 <br /> <br />Page 11 of 13 <br /> <br /> <br />
