Case #8: Report From Fire Safety Committee:

Mr. Hartley stated that the Fire Safety Committee met to establish
timetables for developing a financial plan and establishing a proposed
organizational plan for the fire department .

Mr. Dave Bawden stated that the Committee is very concerned about an
advisory question regarding a volunteer fire department being included on
the April 19 ballot regarding the airport safety zoning ordinance. The
Committee feels that the special election will attract only negative voters
because of the airport issue and it will be an unfair representation of how
the community really feels about a volunteer fire department. The
alternatives recommended are: delete the fire department question from the
April 19 ballot, choose another election date to include a question on the
fire department or solicit a professional public opinion poll of the fire
department.

Council noted that the fire department question to be included on the April
19 ballot is advisory and not binding; the special election is the most
cost effective way to get a fairly reasonable indication of how the
community feels about a volunteer fire department and this issue should be
brought up for further discussion when all councilmembers are present.

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to
table further discussion of the report from the Fire Safety Committee until
the February 9 City Council meeting.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca and
Pearson. Voting No: None. Absent: Councilmembers Sorteberg and Cox.

Case #9: Designate Uses For 1988 CDBG Funds:

Ms. Norris reported that a decision has to be made regarding the use of
1988 CDBG Funds.

Councilmember DeLuca volunteered to work with city staff to prepare
recommendations for the use of 1988 CDBG Funds.

Council directed that use of CDBG Funds be placed on the February 9 Council
agenda.

¢~se #10: Railroad Realignment:

A map was presented showing the proposed railroad realignment on Ramsey's
zoning map.

Council consensus was that the Road and Bridge Committee should review the
proposed railroad realignment, costs and available funding sources and
report back to City Council with a recommendation.

Mr. Goodrich have a brief status report on the subject on establishing
Dayton-Port as a public railroad crossing and closing the crossing on Puma
Street; one specific issue that will be coming before Council for approval
City Council/January 26, 1988
