PROCEEDINGS OF CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a regular meeting on Tuesday, January 26,
1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey,
Minnesota.

Members Present:

Also Present:

Members Absent:

Mayor Gary Reimann
Councilmember A1 Pearson
Councilmember Steve DeLuca

City Administrator David Hartley
City Attorney William Goodrich
City Engineer Peter Raatikka
Community Development Director Anne Norris

Councilmember A1 Sorteberg
Councilmember Arnie Cox

CALL TO ORDER

Mayor Reimann called the regular City Council meeting to order at 7:43 p~m.
and led in the Pledge of Allegiance to the Flag.

CITIZEN INPUT

William Proft - 8964 Highway #10 - Stated that he recognizes the city has
no authority regarding snowmobile activity along Hwy. #10 but requesting
that the City do whatever it can to encourage those that do have authority
to establish stricter laws. Mr. Proft stated that snowmobiles should be
restricted to established trails; he is tired of having to always reshovel
his driveway to remove the snow deposited by snowmobile traffic. Noted
that his neighbor is of the same opinion.

Ed Hamilton - Stated that he has lived on Hwy. #10 for 30 years and he
agrees with Mr. Proft.

Ms. Jan Reiter - 6522 153rd Lane - Stated that in reading the January
Ramsey Resident, it appears that Waste Management of Minnesota, Inc. is
trying to bribe for vertical expansion by offering the City development of
a ski hill at the site. Ms. Reiter noted that in the past, Waste
Management has indicated the site could never be developed as a ski hill
because of the methane gas; she feels that the most the city would get is a
sledding hill. Ms. Reiter referred to another term of Waste Management's
proposal, which would be to development residential lots north of the
landfill, and stated those private wells would become contaminated and
create a need for city sewer and water. The existing homes in the area
would also then be forced into paying for city sewer and water service.
Ms. Reiter stated that the residents are tired of fighting Waste Management
City Council/January 26, 1988
