but are not ready to give up. <br /> <br />Larry Phillips - 6640 153rd Avenue N.W. - Stated that he was approached by <br />two representatives of Waste Management, one of which was Terry Miller, and <br />they tried to persuade him into favoring their proposal. Mr. Phillips <br />stated that there has been talk of closing the landfill and developing a <br />ski hill for 20 years. Mr. Phillips stated that there are a lot of people <br />in that area whose homes are their life investment and he knows from <br />personal experience that those homes are going on the market for $20,000 <br />less than their true value because of the proximity of the landfill. Mr. <br />Phillips questioned why Waste Management wants to develop homes north of <br />the landfill when they were forced to purchase homes west and east of the <br />landfill; were they forced to buy those homes because of contamination?; <br />who would buy the homes developed north of the landfill? Mr. Phillips <br />stated that Ramsey should refuse Waste Management's proposal. <br /> <br />Ralph Smithers - 6560 153rd Lane - Stated that today, at the company he <br />works for, a letter from Waste Management was read to the employees which <br />stated that unless they obtained approval for vertical expansion by <br />February 15, they would cease hauling waste from Federal Cartridge. Mr. <br />Smithers stated that before Waste Management leaves the area, they should <br />be required to pay for the sewer and water that will be necessary in that <br />area. <br /> <br />Todd Jobantgen - 6601 155th Avenue N.W. - Stated he just moved to Ramsey in <br />November of 1987, but before he did, he called city hall and they indicated <br />that the site was almost at it's capacity and there were plans to develop a <br />ski hill. Mr. Johantgen stated that those comments played an important <br />part in his decision to purchase his home on 155th. Mr. Johantgen inquired <br />as to the affect of methane gases on private wells in the area and stated <br />that it is time to take the families and children of Ramsey into <br />consideration. <br /> <br />Gary Cyr - 6511 155th Avenue N.W. - Stated that runoff from the landfill <br />south of his home saturates his septic area. Stated that he doesn't think <br />Waste Management has the right to bribe the city with a park or ski area. <br />Waste Management should be stopped from increasing their benefits at the <br />cost of the residents. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to <br />approve the agenda with the following adjustments: <br /> <br />Delete: Consent Agenda, Item ~6 (Adopt resolution setting fees and <br /> rates for various licenses and permits). <br /> <br />Council Business, Case #4 (Proposal by Waste Management of <br />Minnesota, Inc. to construct and operate a ski hill <br />recreational facility on and adjacent to the existing Anoka <br />Regional Sanitary Landfill site). <br /> <br />Add: <br /> <br />Case #11, Real Property And Easement Acquisition For Front <br />Street N.W. <br /> City Council/January 26, 1988 <br /> <br />Page 4 of 13 <br /> <br /> <br />
