Councilmember Cox noted that if a fire department is established, the City <br />would still have to contract with Anoka/Champlin and Elk River for fire <br />protection for two years until Ramsey's department is established and <br />operating; immediate action should be taken to avoid having to look to <br />contracting for fire protection for another t~ree years. <br /> <br />Motion by Councilmember COx and seconded by Councilmember Sorteberg, for <br />discussion, to indicate the City's willingness to commit $500,000 of the <br />proceeds from the sale of the landfill to be used in establishing a <br />volunteer fire department in Ramsey. <br /> <br />Further Discussion: Councilmember Sorteberg inquired if use of landfill <br />money for financingwill be indicated on the special election ballot. Mr. <br />Hartley replied that whether or not to include financing information on the <br />ballot will be Council's choice. Mr. Hartley noted that the ability to <br />find volunteers to serve in the fire department will be the determining <br />factor as to whether or not t~ere will have to be a third year contract <br />with Anoka/Champlin and Elk River for fire protection. Mr. Art Raudio - <br />1404 South Broadway - Sau~ Rapids - Stated he assisted in establishing a <br />fire department in SauK Rapids and it really doesn't cost much more than <br />contracting for that protection when you take funding and financing n~thods <br />into consideration; a volunteer fire department is also one more entity <br />that makes a city coherent. Councilmember Pearson noted that in the <br />future, as Anoka, Champlin and Elk River grow they may not be able to <br />continue to serve Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case #3: Review plans For Special Election Of April 19, 1988~ <br /> <br />Council reviewed the proposed resolution determining the questions to be <br />included on the April 19, 1988 special election ballot and the polling <br />pl ace. <br /> <br />Motion by Councilmember COx and seconded by Councilmsmber Pearson to adopt <br />Resolution #88-32, amended as follows, establishing certain specific <br />directions with respect to the April 19, 1988 special election: (Please <br />refer to resolution file for Resolution #88-32.) <br /> <br />Item 92.b should read as follows: 'The City Council of Ramsey, <br />Minnesota requests the advice of the electorate. Shall the City of <br />Ramsey create, equip and fond a volunteer fire department to serve <br />fire protection needs of the City of Ramsey? yes / no <br /> <br />Delete Item 93 to designate the Ramsey Municipal Center as the polling <br />place for all three precincts. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson.
