Mr. Goodrich stated t~at Breezy Outdoor, Inc. is requesting a conditional <br />use permit to construct an advertising sign at 7009 Hwy. #10 N.W. The <br />Planning and Zoning Commission held a public hearing on the request and <br />tabled action until Breezy Outdoor provides information regarding the <br />subject matter to be advertised on the sign. Breezy Outdoor has requested <br />that their case be forwarded directly to City Council. <br /> <br />Polly Shovein - Breezy Outdoor, Inc. - Stated that she appeared before <br />Planning and Zoning with a request for a conditional use permit to <br />construct an advertising sign that will meet all of the requirements of the <br />City's sign ordinance with the exception of the sign copy. Advertising for <br />a sign is not usually solicited until the permit is obtained from the City; <br />will comply with City ordinance requirement to advertise the activity on <br />the subject property or within 2500 feet of the subject property. Ms~ <br />Shovein noted that she has also done some investigating and while cities <br />have the authority to regulate advertising, it is questionable whether <br />cities can regulate content. <br /> <br />Mr. Goodrich explained that the intent of the ordinance was to control the <br />number of advertising signs in the community, not the content of <br />advertising. Mr. Goodrich advised Council that the only way to approve the <br />request would be adopt an ordinance amendment deleting the requirement to <br />provide informatioin regarding advertising copy at the time of application <br />for a sign permit. <br /> <br />Motion by Councilmsmber DeLuca and seconded by Councilmember Cox to table <br />action on Breezy Outdoor, Inc. 's request for a conditional use permit to <br />construct an advertising sign until the March 8, 1988 Council meeting. <br />Further, Councilmembers should attend the informational meeting regarding <br />the Hwy. #10 Corridor Study on Thursday, February 25, 1988 in order to gain <br />a better understanding of they type of development recommended along that <br />corridor. <br /> <br />Further Discussion: Mr. Goodrich noted that the applicant has requested <br />action on the request based on existing ordinances. Mr. Lawrance stated <br />that Breezy Outdoor will comply with the terms of the ordinance and would <br />like some legal action take on the request. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Votng No: None. <br /> <br />Council recessed at 8:55 p.m. <br /> <br />Mayor Reimann called the regular City Council m~eting back to order at 9:10 <br />p.m. <br /> <br />Case #5: Requ_ est For Conditional Use Permit To Dismantle Buses; Case. Of <br /> Mr. Roger Surer: <br /> <br />Ms. Norris stated that Mr. Suter is requesting a conditional use permit to <br />transfer 15 buses from 6106 Hwy. #10 N.W. to 14050 for dismantling.
