Council directed City Staff to draft a charitable gambling license
ordinance based on Minneapolis' and applicable to Ramsey; that ordinance
should be brought to Council for introduction as soon as possible.

Mr. Goodrich noted that it has also been expressed that Ramsey's ordinance
include a mechanism whereby the proceeds from a charitable gambling
operation would be used to benefit Ramsey.

Case $7: Disc~uss Official MaD Designation:

Mr. Hartley informed City Council that State Statute allows cities to
adopt, by ordinance, an official map designation which would preserve
routes for roadways, railroads, trail systems and other public facilities.
This method would eliminate problems that might be created by relying on
Council memory and it would communicate intended routes to property owners.
An official map designation would require Council to make decisions that
are not permanent but have some permanence to them. Additionally, the City
has to be able to financially back the official map designation; the City
has 6 months to purchase property it needs for it's designated routes once
plans to develop near those routes are announced. Because the map
designation is adopted by ordinance, it and changes to it are subject to
referendum under Ramsey's charter.

Councilmember DeLuca stated that he would like to see a grid map prepared
which would indicate all existing and planned roads in Ramsey that could be
referred to when reviewing subdivisions.

Councilmember Cox stated that there is no need for an official map
designation if the City decides what it wants and meets with affected
property owners to take action to preserve routes now.

Councilmember DeLuca suggested that the issue of a location for another
Mississippi crossing be addressed.

Motion by Councilmember Cox and seconded by Councilmember DeLuca directing
City Staff to obtain information from the City of Dayton regarding their
preferred alignment for a Mississippi River bridge crossing in order to
determine the impact to the Martin and the Armstrong Blvd. properties.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cox, DeLuca and
Pearson. Voting No: None. Absent: Councilmember Sorteberg.

Case $8: Review Options For Relocating The Burlington Norther~

Motion by Councilmmuber DeLuca and seconded by Councilmember Cox directing
City Staff to prepare an overlay map indicating the most acceptable
realignment of the Burlington Northern railroad tracks it's impact on
existing development and tree lines. After reviewing that overlay map,
City Staff will meet with affected property owners to explain the City's
effort to acquire or receive agreements to acquire right-of-way for the
future realignment of the Burlington Northern railroad tracks. City Staff
should then report the results of their meetings with property owners to
City Council/March 8, 1988
