Council recessed at 9:09 p.m. <br /> <br />Mayor Reimann called the regular Council meeting back to order at 9:25 p.m. <br /> <br />Case #4: <br /> <br />Request For City Participation (Tax Increment Financing) In <br /> Proposed Project: Case Of Mr. Duke Carlson And Mr. Rick <br /> Foster: <br /> <br />Mr. Hartley stated that Duke Carlson and Rick Foster are requesting the use <br />of tax increment financing for their proposed apartment project to be <br />located on Lot 2, Block 1, Oxbow Addition. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cox to <br />approve the request by Mr. Rick Foster and Mr. Duke Carlson for City <br />participation in the proposed apartment project and direct City Staff to <br />prepare an appropriate preliminary development agreement. <br /> <br />Further Discussion: Counciln~mber Cox inquired as to what is planned for <br />screening between the project and the property to the south. Mr. Carlson <br />stated that there are no definite plans, other than the existing trees, to <br />buffer the project from property to the south. Ms. Norris replied that <br />buffers can be reviewed during the site plan process. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cox and <br />Pearson. Voting No: None. Absent: Councilmember Sorteberg. <br /> <br />C~nse #5: Requ_ est For Site Plan Review: Case Of Mr. Richard Dreher; <br /> <br />Ms. Norris stated that Mr. Dreher is requesting site plan review of the <br />proposed second phase of River's Bend Plaza. Ms. Norris noted that the <br />square footage for Phase II has been decreased from what was originally <br />planned in order to provide a contiguous play area for the major tenant, a <br />day care center. <br /> <br />Mr. Richard Dreher presented copies of the original and revised drawings <br />for River's Bend Plaza. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca to approve <br />Mr. Richard Dreher's request for site plan review. <br /> <br />Further Discussion: Councilmember Cox complin~nted the project and noted <br />that the landscaping should not include the placement of trees that block <br />the view of the tenants in the center. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cox and <br />Pearson. Voting No: None. Absent: Councilmember Sorteberg. <br /> <br />Case #6: <br /> <br />Introduce Ordinance Setting Guidelines And Standards For The.. <br /> Issuance Of Charitable Gambling Licenses In The City Of <br /> Ramsey: <br /> <br />Mr. Hartley presented a copy of Minneapolis' charitable gambling license <br />ordinance and requested that Council review it for features City Staff <br />should include when drafting an ordinance for Ramsey. <br /> City Council/March 8, 1988 <br /> <br />Page 9 of 14 <br /> <br /> <br />
