Absent: Councilmember Sorteberg. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca directing <br />Mr. Guyer to have the two black bears removed by July 1, 1988. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca and Cox. <br />Voting No: Councilmember Pearson. Absent: Councilmember Sorteberg. <br /> <br />Case #3: <br /> <br />Consider Ordinance To Amend Chapter 130.09 Of The City Code <br /> Which .Is Known As The "Intoxicating Liquors Off-Sale. Private <br /> Club, And On-Sale Wine Licenses" Chapter: <br /> <br />Mr. Hartley noted that the agenda includes a research paper prepared by <br />the City of Coon Rapids regarding the appropriate number of off-sale liquor <br />licenses. Mr. Hartley recommended that consideration of adopting the <br />ordinance to increase the number of off-sale liquor licenses to 3 be <br />tabled until the following issues are resolved: <br /> <br />1. Whether there will be a minimum investment required in the liquor <br /> store facility. <br /> <br />2. Whether off-sale licenses will be assigned to particular corridors <br /> of traffic. <br /> <br />3. Criteria for reviewing applications for the off-sale license. <br /> <br />Councilmember COx suggested that the ordinance be adopted with an effective <br />date that would allow time to resolve issues raised by Mr. Hartley. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to <br />introduce Ordinance #88-~ amending Chapter 130.09 of the City Code which is <br />known as the "Intoxicating Liquors Off-Sale, Private Club and On-Sale Wine <br />Licenses" chapter. Further, that said ordinance will have an effective <br />date of September 1, 1988 with applications for the license being received <br />October 1, 1988. <br /> <br />Further Discussion: Councilmember DeLuca stated that adopting an ordinance <br />prior to all issues being resolved could result in the need for ordinance <br />amendments. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cox and <br />Pearson. Voting No: Councilmember DeLuca. Absent: Councilmember <br />Sorteberg. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson directing <br />City Staff and Councilmember DeLuca to draft guidelines and criteria for <br />applying, qualifying and selecting the recipient of an off-sale liquor <br />license. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, COx and <br />Pearson. Voting No: None.
