Councilmember Cox stated that two potential bidders have indicated to him <br />that the bid proposals are too complex and will result in the bids being <br />too high for the city to consider. <br /> <br />Mr. Hartley stated that there was a very productive pre-bid conference held <br />on March 8 regarding the park maintenance specs and most present agreed <br />that a great deal of detail is needed in the specs in order to address the <br />many kinds of parks in Ramsey. Mr. Hartley stated that the specs were to <br />structured to provide for professional services and not to exclude anybody <br />from bidding. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cox to delay <br />the bid process for parks maintenance to give City Council the opportunity <br />to review the specs and set the level of maintenance desired. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cox and <br />Pearson. Voting No: None. <br /> <br />Councilmember Cox stated that he has also heard that the specs for sewer <br />and water maintenance are also too complex. <br /> <br />CONSENT AGENDA <br /> <br />6) Introduction of ordinance amending Chapter 110 of the City Code <br /> regarding regulations for keeping horses - <br /> <br />Councilm~mber Cox noted that the ordinance proposes changes to acreage <br />requir~ents that would, for example, make it possible to keep 4 horses on <br />2.6 acres. Councilmember Cox stated that acreage requirements were <br />increased to 1 horse per 3 acres because of all the complaints the City was <br />receiving; the proposed ordinance would be regressing into what the City <br />experienced before. <br /> <br />Council took no action to introduce the proposed ordinance regarding <br />regulations for keeping horses. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilm~mber COx and seconded by Counciln~ber DeLuca to adjourn <br />the regular City Council meeting. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson <br />and Cox. Voting No: None.
