Ramsey has been on the short end of the landfill program for too long and
if vertical expansion is going to be allowed, Ramsey should get something
out of it. Anoka is realizing ongoing benefits from the sale of the
landfill also and Ramsey should be receiving over and above what the other
city is getting. Possibly, there would be a way in which a cash escrow
could be provided to guarantee some things for Ramsey.

Councilmember DeLuca stated that he would like a response regarding whether
it is possible to write the agreement in such a way that the City would not
be prohibited from having input on remedial action to make sure the city
will be able to provide for it's citizens.

Mr. Goodrich noted that Mr. Moersfelder has stated that he feels all issues
of concern raised this evening regarding the agreement could be worked out.

Motion by Mayor R~imann and seconded by Councilmember Pearson to direct
City Staff to meet with representatives of Waste Management of Minnesota,
Inc. to review the proposed agreement for a ski hill to determine if it can
be amended to make it more pallatable with respect to concerns raised by
citizens, City Council and City Staff.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cox and
Pearson. Voting No: None. Absent: Councilmember Sorteberg.

ADJOURNMENT

Motion by Councilmember Cox and seconded by Councilmember Pearson to
adjourn the special City Council meeting.

Motion carried. Voting Yes: ~yor Reimann, Councilmembers DeLuca, COx and
Pearson. Voting No: None. ~sent: Councilmember Sorteberg.

The meeting adjourned at 9:55 p.m.

Respectfully submitted,

Sylvia Frolik
Secretary

David Hartley
City Administrator

City Council/March 9, 1988
