Birdie Rotramel explained what is needed and requested for the park. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to authorize <br />Hakanson Anderson Associates, Inc. to do the design work and staking. <br /> <br />Further discussion: Councilmember Sorteberg asked how much we are spending. <br />City Administrator Hartley stated that the engineering estimate is $3,500. <br />Councilmember COx questionned to what degree we are going to get involved. <br />Mayor Rei~z~nn stated that there is more construction work to be done over and <br />above this; there's a hill that needs to be flattened out. Ms. Rotramel <br />stated that it is not a steep grade; the Park and Recreation Commission has <br />already reviewed this. Public Works Superintendent Mevissen stated that the <br />major cost would be importing goo~ topsoil. <br /> <br />Councilmember COx withdrew his motion and Councilmember Pearson withdrew his <br />second to the motion. <br /> <br />Councilmember Cox stated that while he appreciates the willingness to help out <br />and we should support the effort 100%, concerns are pretty valid about the <br />costs and we should look at getting it graded off and getting topsoil in there <br />so we have something to work with. We shouldn't have to put a lot of <br />engineering costs into it to accomplish that. <br /> <br />Mayor Rei~nn stated that he'd rather see the $3,500 go into materials and work <br />rather than staking. For that size of a park we' re limited to what we can <br />spend and we'd like to know the whole program first. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to spend <br />$500 for laying it out so the project can move forward. <br /> <br />Further discussion: Ms. Rotramel stated that M~rland Otto was the engineer who <br />worked with the Park and Recreation Commission with this and asked if the <br />Council would like him to come to their next meeting to make a presentation so <br />they can see the layout. Councilmember Cox stated that he made a motion <br />tonight to spend $500 so they can move forward on the project. Mr. Koshak <br />stated that would be for a limited amount of staking. <br /> <br />Motion carried. Voting yes: Mayor Reimann, Councilmembers Cox, Sorteberg, <br />Pearson, and DeLuca. Voting no: None. <br /> <br />Council asked City Administrator Hartley to contact people from the Northfork <br />development to see about getting some dirt donated for topsoil. <br /> <br />Councilm~er Pearson offered to donate whatever he could to help out. <br /> <br />Case ~3: Standards for the Issuance of Charitable Gambling Licanses: <br /> <br />City A~ministrator Hartley stated that Staff circulated the draft ordinance <br />among current and potential license holders and establishments where charitable <br />gambling typically if conducted and received a few comments. Mr. Hartley <br />recommended that Council appoint one of its members to assist Staff in <br />reviewing and revising this ordinance. <br /> <br />Motion by Councilmsmber Sorteberg and seconded by Councilmember Cox to appoint <br />Mayor Reimann to assist Staff in reviewing and revising an ordinance <br />establishing standards for the issuance of charitable gambling licenses. <br /> <br />Motion carried.
