~e #8: <br /> <br />~sentation by_Mr...Terry Miller regarding "Keep Americ~ <br />Beautiful" Pr.og_ram: <br /> <br />Mr. Terry Miller updated the Council on the workshop that the Keep America <br />Beautiful project team attended in Florida. Besides Mr. Miller, the team <br />consists of Mr. David Bawden of the Ramsey Lions Club, Mr. Michael Unger of t/~e <br />Ramsey Jaycees, and Ms. Anne Norris, Ramsey Community Development Director. <br />C~als they have discussed include litter reduction, recycling, and neighborhood <br />clean-up (vacant lots, junk cars, etc.). Ramsey is now going through the <br />certification process that will take approximately 90 days. <br /> <br />Mr. David Bawden stated that the key thing needed is the formation of a <br />comm~ittee which could possibly be under the direction of the Landfill <br />Commission. The committee would consist of community leaders, business <br />persons, civic organizations, etc. Mr. Bawden stated that he would be in <br />charge of putting that together. <br /> <br />Mr. Michael Unger stated that Ramsey has the opportunity to be the first City <br />in the State of Minnesota to have a KAB Chapter. This program has been a huge <br />success through the United States. It's a tremendous program and has far- <br />reaching effects that would be positive to the community. Support is needed <br />from small and large businesses as well as fraternal and civic organizations <br />such as the Jaycees and Lions Club. First and foremost, however, support is <br />needed from the City to educate people about the program. <br /> <br />Mr. Miller stated that the last thing in the certification process will be a <br />base line study. Ms. Norris will be in charge of setting up a photo-metric <br />index and with that she will do a solid waste survey. That will get us into <br />compliance with the Anoka County Solid Waste Recycling Board. Mr. Miller <br />stated that some promotional activities include Ramsey Clean-up day with <br />programs involving local 4-H Clubs, Boy Scouts, Cub Scouts, the Lions Clt~, and <br />the Jaycees. There is a clean-up project with RYAA kids at Central Park and we <br />also have the Household Hazardous Waste Collection Day. Mr. Miller stated that <br />the system needs a name and they would like to have a contest to name Ramsey's <br />KAB program. There will be cash prizes for 1st, 2nd, and 3rd places which will <br />be funded by the Jaycees, Lions Club, and Waste Management of Mnnesota, Inc. <br /> <br />Mr. Bawden stated that eventually this should become a self-sustaining program, <br />but down the line we may need additional help from the City until that time. <br />Assistance from anyone willing to help out is needed. <br /> <br />CDuncilmember DeLuca questionned if Ms. Norris can handle the time requirements <br />needed for this project. <br /> <br />City Administrator Hartley stated that he has real concerns regarding that. <br />Ms. Norris will be responsible for one of the most time consuming parts of the <br />project. Mr. Hartley stated that he will be more prepared to discuss this at <br />the next meeting. <br /> <br />Mayor Reimann stated that we need to set up a Personnel Committee meeting to <br />discuss staffing. <br /> <br />Case #9: Ski Hill Proposal of Waste. Manaaem.ent of MiDBesota, Inc.
