Mr. Hartley replied that the document does specify that the land will be used <br />for park or recreational purposes. <br /> <br />Roger Hermanson, 15115 Garnet Street N.W., inquired as to the proximity of the <br />excavation to his home. <br /> <br />Mr. Don Otter showed the proposed area of excavation on a map. <br /> <br />Mr. Hermanson requested that Council take into consideration the impact of <br />three or four years of excavation for a recreational area. <br /> <br />County Commissioner Natalie Haas-Steffen noted that whether or not there is a <br />ski hill, if vertical expansion is approved there will be equipment working in <br />the area because Waste Management will be able to use the borrow areas. ~ls. <br />Steffen also noted that dirt or fill is a commDdity and asked Waste Management <br />to comment on the condition of soils on the north side of the landfill that are <br />intended to be excavated. <br /> <br />Mr. Otter stated that it is not Waste Management's intention to use the fill <br />for any other reason than cover material at the landfill, but he is sure the <br />soil could be marketed and sold. <br /> <br />Birdie Rotramel, 8435 - 167th Lane N.W., inquired if tubing would also be <br />considered as an activity at the ski hill. <br /> <br />Mr. Otter stated that if there is enough space and revenue support for tubing, <br />it will be considered. <br /> <br />Council noted just receiving the revised draft this evening and in order to <br />allow time to review it thoroughly, any further action was tabled until the <br />April 26, 1988 regular City Council meeting. <br /> <br />Council recessed at 9:54 p.m. <br /> <br />Mayor Reimann called the meeting back to order 10:10 p.m. <br /> <br />Case ~4: ~.quest for Site ~lan Review: Case of North Star .Engineering: <br /> <br />City Administrator Hartley stated that he, City Engineer Raatikka, and <br />Community Development Director Norris have all reviewed this case and tonight <br />the Planning and Zoning Commission recommended approval provided that the <br />shared driveway off of State Highway #47 be subject to Mn/DOT approval and that <br />a variance for impervious surface coverage be granted. There is some confusion <br />whether or not the access onto State Highway 947 will be granted by Mn/DOT. <br />Representatives from North Star Engineering indicate that they have in fact <br />received approval from Mn/DOT for access onto ~47, but no one has written <br />documentation as to the status of that access. Mr. Hartley suggested to the <br />.Council that having or not having that access is a substantial change to the <br />preliminary plat and Council should take that into consideration. <br /> <br />Mr. Jim Philipi, North Star Engineering Consultants, stated that the proposal <br />is that of Amoco Oil Company, not North Star Engineering, and if the request is <br />granted it would be in that name. Mr. Philipi went over the location of the <br />facility and stated that from their standpoint the development itself may hinge <br />on driveway placement. They' re also faced with time constraints.
