Mr. Koshak stated that City Engineer Raatikka was concerned about what the <br />design and planning section had to say about the overall entrance situation <br />onto #47 and that it may cause traffic problems. Mr. Raatikka recommends that <br />this entrance not be allowed and that oonsideration be made regarding a back <br />approach to the property. There was also a question about turning motions in <br />that back-up might be a problem. This issue should be carefully examined by <br />the Highway Department and should be resolved Friday when Mr. Raatikka meets <br />with them. <br /> <br />Councilmember DeLuca asked what other concerns the State has. <br /> <br />Mr. Hartley stated that the distance from the intersection is probably the most <br />important consideration. <br /> <br />Discussion ensued regarding turn lanes and access from State Highway #47. <br /> <br />Mr. Art Raudio stated that this is a good development and it would be an asset <br />to the community. The site plan could be approved contingent upon approval <br />from the State. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to accept <br />the Planning and Zoning Commission's recommendation and approve North Star <br />Engineering's request for site plan review and enter into a development <br />agreement with th~m with consideration that it have a shared driveway, only a <br />right turn access, and provided that access from State Highway #47 is approved <br />by the Minnesota Department of Transportation. <br /> <br />Further discussion: City Administrator Hartley noted that the applicant will <br />be required to apply for a variance to the impervious surfacing limitations. <br /> <br />Motion carried. Voting yes: Mayor Reimann, Councilmembers Cox, Sorteberg, <br />DeLuca, and Pearson. Voting no: None. <br /> <br />Case #6: R~quest for Preliminary Plat .Approval ~of Oakwood Hills; Cas~ D~ <br /> ~Ir.. David .Schu!te: <br /> <br />City Administrator Hartley stated that the Planning and Zoning Commission <br />recommended approval with the following exceptions: a) Several lots require <br />filling prior to being built on; b) Lots 1, 3, 4, and 8, Block 1 and Lot 2, <br />Block 2 require variances to frontage; c) The 50 foot drainage easement along <br />the ditch should be extended across Lot 2, Block 2; and d) The Park and <br />Recreation Commission recommended that land be acquired parallel to the ditch <br />for a future trail. <br /> <br />Mayor Reimann raised concerns over the cul-de-sac to Lot 10. <br /> <br />Discussion ensued regarding roadways to the plat. <br /> <br />For t/~e record, Ms. Arla Voltin stated that she would donate 75 feet for a <br />recreational trail corridor. <br /> <br />Councilmember DeLuca expressed concerns about waiving Mr. Schulte's <br />responsibility of paving that portion of 160th Lane N.W. west of Wolfram Street <br />N.W. <br /> <br />City Attorney Goodrich stated that we would have to show hardship in order to <br />grant a variance to blacktopping. <br /> <br />City Council/April 12, 1988 <br /> Page 8 of 13 <br /> <br /> <br />
