PROCE~INGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RA~4SEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Rmmsey City Council conducted a public hearing on Tuesday, April 26, <br />1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minneosta regarding Front Street N.W. improvements. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmmmber Arnie Cox <br />Councilmember Steve DeLuca <br />Councilmember A1 Pearson <br />Councilmember A1 Sorteberg <br /> <br />Also Present: <br /> <br />City Attorney William Goodrich <br />City Engineer Peter Raatikka <br />Community DeveloI~nent Director Anne Norris <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 8:21 p.m. <br /> <br />pRESENT6~ION <br /> <br />Mr. Raatikka stated that the proposed improvement would begin at Highway <br />~10 N.W. on Tungsten, continuing to the south to Front Street and to the <br />west to Riverside West; it would also connect with Highway 910 N.W. at <br />Feldspar Street and at Sunfish Lake Blvd.; signalization at Sunfish Lake <br />Blvd. would be upgraded to accommodate the Front Street extension. The <br />proposed street section would be a typical urban MSA street which includes <br />2" of bituminous, a 1-1/2" base and 6" of Class 5 gravel with curbing on <br />each side. The width of the street is 44 feet and the proposed right-of- <br />way is 80 feet; s~e areas of right-of-way would be limited to 66' due to <br />existing develoument. <br /> <br />Mr. Raatikka stated that the proposed street project includes drainage <br />improvements. In the Tungsten area, storm sewer will be extended to the <br />west and tied into the existing storm sewer which outlets to the <br />Mississippi River. In the area of Sunfish Lake Blvd., it is proposed to <br />construct trunk storm sewer which could be extended to the north. In the <br />area of the Hamilton/Holasek property, it is proposed to construct lateral <br />storm sewer to the River and storm sewer to Ebony and 138th. <br /> <br />Mr. Raatikka reviewed the estimated project costs and assessments (see <br />Attachment A to these minutes). <br /> <br />ThelmaGraves - 6314 Highway #10 N.W. - Stated that property owners were <br />told that the purpose of the Front Street extension was to provide access <br />to Hwy. #10 after the State removes existing accesses.
