that after some checking, she was told by the State that they would like to <br />close cross-overs on Hwy. #10, but not accesses. Ms. Graves stated that <br />the proposed Front Street alignment splits her property in two, leaving her <br />with a useless 15' x 18' piece of property after setbacks. <br /> <br />City Council directed the City Engineer to draft an agreement indicating <br />that accommodations of some kind would be made so that the Front Street <br />project and related setbacks do not render the Graves' property useless. <br /> <br />Mr. Art Bigelow - Inquired why the Ramsey resident noted that property <br />owners were being paid $25,000/acre for easements but it did not indicate <br />what the assessments for the improvements would be to those property <br />c~ners. <br /> <br />Mr. Raatikka replied that the meeting the Ramsey Resident referred to only <br />discussed payment for easements and not assessments for the improvements. <br /> <br />Mr. Bigelow - Stated that he personally has not received hearing notices; <br />the mail he has received from the city is addressed to either the Lanes or <br />the Sheldons. Mr. Bigelow stated that he would like information regarding <br />the scenic trail to be developed along the Mississippi River. <br /> <br />Mr. Goodrich explained that the City obtains it's listing of landowners <br />from the County; suggested that Mr. Bigelow check with Anoka County <br />regarding what they have recorded as the status of Mr. Bigelcw's property. <br /> <br />Mr. Raatikka stated that there is a trail corridor from Anoka to Elk River <br />with a proposed alignment following the Mississippi River; there is <br />currently no plan or schedule for that trail construction but it is on <br />paper as a corridor. <br /> <br />Mr. Bigelow - Inquired if Metro Council or local councils control Anoka, <br />Ramsey, Andover and surrounding areas. <br /> <br />5~yor Reimann replied that Metro Council controls certain aspects of <br />development and if communities do not cooperate, they don't receive those <br />items Metro Council controls, i.e. sewer capacity, funding, etc. The Metro <br />Council is supposed to be the overall planning body for the 7 county metro <br />area. <br /> <br />Mr. Bigelow - Stated that if Metro Council is the overall planning body, <br />then the Ramsey Planning and Zoning Commission is useless. <br /> <br />Mayor P~imann stated that the City Council works with the Planning and <br />Zoning Commission to stay within Metro Council parameters. <br /> <br />Clifford Gribble - 109 Terrace Estates - Stated that two years ago, Ramsey <br />adopted the Metro Council plan for the critical rivers right-of-way but <br />gave the impression that the City had no intention of taking it any further <br />than that.
