Mr. Raatikka replied that the right-of-way being acquired allows for that
trail corridor; EQB has reviewed reviewed and approved the Front Street
improvements, taking into consideration the future plans for a trail
corridor.

Councilmember Cox suggested that Mr. Raatikka obtain written confirmation
from ~QB that the right-of-way being acquired for the Front Street project
will also acco~m~0date any future develot~nent of a trail corridor.

Angela Coffin - 6336 Highway ~10 N. Wo - Stated that she located her
business in Ramsey about 2 years ago; since then, her property is being
included in street, sewer and water and storm sewer improvements and now a
trail corridor. The things that are happening are the same things that
forced her to relocate from Brooklyn Center to Ramsey and the Front Street
project is too much cost for no real benefit.

Councilmember Cox replied that the City is trying to provide for safe
access onto Hwy. #10; the affect of those improvements on property owners
could have been avoided if these plans were laid out years ago.

Mr. Goodrich noted that City Council cannot act on this project at this
time because the City Charter allows 60 days from the date of the public
hearing for citizens to petition against the project; a sufficient petition
would require signatures of at least 51% of the property owners proposed
to be assessed.

Mr. Raatikka noted that the Front Street through route has different names
in different sections: Front Street, 138th Avenue and Riverdale Road; it
is recommended that this through street have a common name.

Mayor Reimann suggested that the City Engineer obtain input from property
owners regarding a common name for the Front Street route.

Ed Hamilton - 6615 Highway #10 N.W. - Suggested that the Police and Fire
Department be consulted regarding a workable common name for the Front
Street route.

Motion by Councilmember Sorteberg and seconded by Councilmember Cox 'to
adjourn the public hearing.

Motion carried. Voting Yes: Mayor Reink3nn, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

The public hearing adjourned at 9:14 p.m.
Resuectfully submitted,

Sylvia Frol il(
Secretary

David Hartley
City Administrator

City Council Public Hearing/April 26, 1988
