7. April 19, 1988 - Airport zoning was resoundly defeated by <br /> citizens. <br />We have tried to follow City policy throughout this whole chain of events, <br />but we can't keep up with City policy. <br /> <br />First, citizens have to petition if they want to vote; so we petition door <br />to door in the cold and snow, just before Christmas. Then, policy changes; <br />the fire department issue is added to our ballot. Then a permit is needed <br />to put up signs; we get the permit; suddenly no signs are allowed. <br /> <br />We have been harrassed, both on the phone and in person; one of our helpers <br />was called a 'god damn stupid idiot' in a public place by a councilmember. <br />We knew that fighting this issue wouldn't be easy, but we didn't know that <br />the policy of the City would be changed to our disadvantage. We feel that <br />our rights as citizens have been not just stepped on, but trampled. The <br />ti~e has come for you to rectify this. The citizens have shown how they <br />feel ~bout the airport. What you gentlemen should show now is your faith <br />in the citizens of Ramsey. An ordinance directing yourselves and upcoming <br />Councils to stay out of the airport business is in order. We will draft <br />and initiate one if we have to, but we are requesting that you don't force <br />us to do that. We feel it would be to everyone's advantage if you directed <br />your staff to work with us on an ordinance of this type, for your <br />approval." <br /> <br />Randy Hite - 4572 ll7th Avenue N.W. - Inquired as to the consequences if <br />if Ramsey, Minnesota or the 5~tropolitan Airport Commission do not gain <br />control of the Gateway North Airport and that property is sold for other <br />uses. Mr. Hite stated that the existence of the airport plays a major part <br />in Ramsey not being selected for another landfill site. <br /> <br />AP_~ROVAL OF AGENDA <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Pearson to <br />approve the agenda with the following additions: <br /> <br />Case #21: Change Order No. 1 For The Industrial Sewer And Water <br /> Project <br /> <br />Case #22: Discussion Regarding Anoka County Acquisition Of Martin <br /> Property On Hwy. ~10 N.W. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, CouncilF~mbers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />PUBLIC ~EARINGS <br /> <br />Mayor Reimann adjourned the regular meeting at 8:21 p.m. in order to <br />conduct the following public hearings: <br /> <br />1) Front Street N.W. improvements <br /> <br />2) <br /> <br />Consider modifications to Development Program for Development <br />Distric% No. 1 and Tax Increment Financing Plan for Tax Increment <br /> City Council/April 26, 1988 <br /> <br />Page 4 of 12 <br /> <br /> <br />
