15 Minutes CASE #5:

PURCHASE OF PROPERTY FOR PUBLIC WORKS BUILDING
By: Pete Raatikka, City Engineer

Background:

Mr. Art Raudio is currently in the process of developing the 70+ acres of
property located south of 149th Avenue NW and west of Ramsey Blvd. NW. He has
approached the City Council to determine if they would be interested in
purchasing part of the property for a public works facility.

Mayor Reimann asked me to review the property and provide a written report on
the property.

Enclosed are the following items for your information:

a) Memorandum dated December 10, 1986 to the City Council
b) Map showing proposed acquisition for the airport
c) Portion of the City map showing the future MSA streets

Recommendation:

I would recommend that if the City is serious about the purchase of a portion
of this property that they first determine the amount of property they will
require for current and future needs of the City. Secondly, determine which
parcel best meets the needs of the City. Thirdly, the City may want to obtain
additional information on the site such as topography and soil borings to
verify materials on site prior to the final purchase of the site.

Council may want to appoint a Councilmember and Staffmember to negotiate a
purchase price of a site.

Review Checklist:

Administrator
Attorney
Engineer
Community Development Director

Chief of Police
Finance Officer
Public Works Superintendent
Other
