10 Minutes CASE #10: <br /> <br /> RECEIVE FEASIBILITY REPORT ON <br /> STREET IMPROVEMENT PROJECT #86-23 <br />FOR ROANOKE STREET NW FROM 153RD AVENUE NW <br /> TO JUNIPER RIDGE DRIVE NW <br /> By: Pete Raatikka, City Engineer <br /> <br />Background: <br /> <br />At the October 28, 1986 City Council meeting, the Council ordered a feasibility <br />study for upgrading Roanoke Street NW to Municipal State Aid standards. Under <br />the requirements of the City Charter and Section 210.01.5, Subdivision .5 of <br />Ordinance #84-8 and Minnesota Statutes 429, a public hearing must be held prior <br />to proceeding with the project if special assessments are to be used to finance <br />any portion of the project. Also, a 60 day waiting period following the public <br />hearing must elapse prior to proceeding with the project. <br /> <br />City Staff is currently working with the developers of the Stanhope River Hills <br />plat to determine if they agree to pay for their share of the storm sewer costs <br />on a lump sum basis or by assessment. Payment on a lump sum basis without any <br />assessments would eliminate the need for a public hearing. This will be <br />discussed during the approval of the Stanhope River Hills plat. <br /> <br />A copy of the feasibility study as well as the proposed resolution will be <br />available at the meeting. <br /> <br />Recommendation: <br /> <br />I am recommending adoption of the proposed resolution receiving the feasibility <br />report for the improvement of Roanoke Street NW from 153rd Avenue NW to Juniper <br />Ridge Drive NW. <br /> <br />Council Action: <br /> <br />Motion to: <br />Adopt Resolution #86- . accepting the feasibility report for improving <br />Roanoke Street NW from 153rd Avenue NW to Juniper Ridge Drive NW. <br /> <br />Review Checklist: <br /> <br />Administrator ..~ <br />Attorney X <br />Engineer iX <br />Community Development Director X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Other <br /> <br /> <br />
