15 Minutes CASE #i1:

PROPOSED ALIGNMENT OF 155TH AVENUE NW
BETWEEN VARIOLITE STREET NWAND
ARMSTRONG BOULEVARD NW
By: Pete Raatikka

Background:

At the October 28, 1986 City Council meeting, the Council ordered the right-of-
way plans for the extension of 155th Avenue NW from Variolite Street NW to
Armstrong Blvd. NW.

We have surveyed the area adjacent to Armstrong Blvd. NW to locate buildings
and the edge of water. The enclosed map shows the proposed centerline alignment
connecting the extension of 155th Avenue NW to Armstrong Blvd. NW at 153rd
Avenue NW. This alignment basically follows the proposed alignment as shown on
the City's State Aid street map.

I have been contacted by the resident at Armstrong Blvd. NW and 153rd Avenue NW
and he is concerned with the loss of privacy in his back yard with the proposed
road. He has requested the connection to Armstrong Blvd. NW north of his
property. Moving the connection point to the north would require designating
part of County Road #83 as a Municipal State Aid street. I have also discussed
this change with Mn/DOT and they recommend having the alignment as shown on the
State Aid street map. The intent of an MSAS system is to provide the most
direct routes available.

Enclosed for your information is a map showing the 155th Avenue NW street
extension centerline alignment.

Recommendation:

Based on Mn/DOT's comments, I would recommend that the proposed alignment be
left as originally planned. Council should direct the City Engineer by motion
as to which alignment for 155th Avenue NW should be submitted to Mn/DOT for
review.

Review Checklist:

Administrator X
Attorney
Engineer X
Community Development Director

Chief of Police
Finance Officer
Public Works Superintendent
Other
