10 Minutes CASE #1: <br /> <br />DISCUSS REVOCATION OF CONDITIONAL USE PERMIT TO <br /> OPERATE AUTOMOBILE SALES AND REPAIR SERVICE; <br /> CASE OF MR. GERALD ROOT <br />By: Anne Norris, Community Development Director <br /> <br />Background: <br /> <br />As you recall, Mr. Gerald Root's conditional use permit to operate an <br />automobile sales and repair business at 14700 Nowthen Blvd. NW was brought to <br />the Council for review due to certain violations of the conditions of Mr. <br />Root's conditional use permit. These violations included the open storage of <br />vehicle parts in the yard and storage of equipment and trucks for another <br />operation on the property. In addition, the off-street parking areas and <br />driveway were not surfaced as specified in the City Code. <br /> <br />At your October 28, 1986 meeting, the City Council tabled action on this case <br />and requested that the City Engineer review the material used on the parking <br />area to determine whether it meets the City Code requirement as being a <br />"durable, dust-free" surface. In addition, Council directed Staff to draft a <br />new conditional use permit to specify all the conditions for the operation of <br />this business. <br /> <br />Enclosed are the following items for your information: <br /> <br />a) Conditional use permit agreement dated May 27, 1986 between Mr. Gerald <br /> Root and the City of Ramsey <br />b) Letter from City Staff to Mr. Root dated June 3, 1986 <br />c) Letter from City Staff to Mr. Root dated July 17, 1986 <br />d) Letter from City Staff to Mr. Root dated August 6, 1986 <br />e) Proposed conditional use permit agreement <br /> <br />Observations: <br /> <br />The City Engineer reviewed the existing material in Mr. Root's parking area and <br />determined that it does not meet the City's requirements for a "durable and <br />dust-free" surface. <br /> <br />Recommendation: <br /> <br />Council action will be based on your discussion. <br /> <br />Review Checklist: <br /> <br />Administrator X <br />Attorney X <br />Engineer X <br />Community Development Director X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Planning and Zoning Commission <br /> <br /> <br />
