5 Minutes CASE #13:

REQUEST FOR STREET CULVERT AT
156TH AVENUE NWAND HEMATITE STREET NW
By: Pete Raatikka, City Engineer

Background:

Mr. Terry Hendriksen has requested that the City install a culvert across 156th
Avenue NW at Hematite Street NW as shown on the enclosed sketch. Currently
there is a culvert across 156th Avenue NW several hundred feet east of County
Road ~56 which allows runoff from the Hendriksen property to flow south.
However, the low area south of 156th Avenue NW between Hematite Street NW and
County Road #56 appears to be landlocked. The City's Comprehensive Drainage
Plan proposes the area south of 156th Avenue NW to outlet north along the low
area to County Ditch ~/66 and ~3. I have checked the County records and there
is no easements of record for the drainage ditch. However, based on aerial
photographs, it appears that the low area to the north is a natural drainageway
and may have been blocked at the time the street was installed. The City
Attorney has reviewed this and agrees that the installation of a culvert would
open a natural drainageway and would not cause the City any liability.

Enclosed for your information is a map of the area showing where the culvert
would be placed.

Recommendation:

City Staff recommends that the City proceed with the installation of the
culvert to provide a drainage outlet to the area south of 156th Avenue NW.

Council Action:

Motion to:
Direct the City Street Department to install a culvert under 156th Avenue
NW west of Hematite Street NW.

Review Checklist:

Administrator X
Attorney ~
Engineer X
Community Development Director

Chief of Police
Finance Officer
Public Works Superintendent
Other
